During the 7-day protection period following the version update, some people did try to take advantage of the existing level 1 cities.
However, everyone returned empty-handed. Putting aside everything else, without sufficient siege equipment, they simply couldn't breach the gates of a level 1 city.
After the 7-day protection period ended, Guilds like the [Overbearing Guild] and [Iron-Blooded Guild] also obtained level 1 cities. However, just like Wang Xiaoyi, they upgraded their level 3 camps to level 1 cities using blueprints.
Before Wang Xiaoyi arrived, many forces had already reached Lin'an City, including quite a few solo players.
The gameplay of territories is something that only medium to large-sized guilds can master, and Wang Xiaoyi is an exception.
In the early stages of the version update, some solo players also captured level 1 camps, wanting to develop their own territory, even if it's just to become a mountain king.
