Many historical records about ancient times consider Emperor Ku, one of the Five Emperors, and Emperor Jun to be the same person. However, I think they are not the same person. Emperor Jun should be a god of the Eastern tribes (such as the Dongyi). However, the Dongyi were later conquered by the Yellow Emperor's clan in the Central Plains, which led to many legends being mixed up. Later Confucian scholars, for their own purposes, attributed many things about Emperor Jun to Emperor Ku.
