The Constitutional Yuan was newly established, but it did not immediately interfere with the various departments. Instead, it focused on collecting data.
With less than three months left until the end of the year, Zhao Jun made some requests.
First, each department is required to submit internal data statistics for this year; second, the Ministry of Personnel is required to submit the current list of officials; and third, several new departments are to be established.
The several new departments currently determined include the Ministry of Statistics, the Ministry of Geology, the Firearms Bureau, the Creation Bureau, the Ministry of Foreign Affairs, etc., which are used for statistical data, exploration and development, firearms research, inventions and creations, as well as banking and financial industries.
As for the dismantling of other departments, the subdivision of powers, the official accountability system and new national policies, these will probably have to wait until next year.
However, Zhao Jun had already asked Lu Yijian and others to spread the word, giving various departments time to react.
And by the way, you can also see the direction of other departments.
If some departments want to create obstacles or some people want to stir up trouble, then this is the time to solve them all at once.
This will prevent you from pretending to obey others and saying one thing in front of others and another behind their backs when you really start your career in the future.
I have to say that his way of handling things is quite sophisticated.
This is thanks to the fact that I took the elective course "Political History" in college, which studied ancient and modern politics.
In fact, there is no need to conduct special research. Just compare the functional departments in ancient times with the functional departments in modern times and you will find that there are generally similarities.
For example, the ancient Ministry of War and the modern Ministry of National Defense had similar functions. The Ministry of Revenue, which oversaw finances, was almost identical to the Ministry of Finance and the Ministry of Civil Affairs of later generations.
So when comparing ancient and modern times, it’s basically just a change of name.
What Zhao Jun did was not to carry out drastic reforms, but to clearly divide the chaotic official functions of the Song Dynasty, put things right, and return them to their proper departmental tasks.
Instead of passing the buck everywhere, even the smallest matter will end up having to be handled by the Political Affairs Hall.
Therefore, the resistance in this regard should be much smaller.
The specific division of functions is Zhao Jun’s next task, but he already has some ideas.
For example, the current three bureaus and six ministries can be completely dismantled and reorganized.
The Three Departments were changed into the Ministry of Civil Affairs and the Ministry of Finance, the Ministry of Households among the Six Ministries was made into the Ministry of Population Statistics and Taxation, the Ministry of Works was split into a Ministry of Geology, the Ministry of Criminal Justice was changed into the Ministry of Justice, the Dali Temple was changed into the court system, and a procuratorate system was added to achieve the separation of the three judicial powers.
Then the Censorate was made into a supervisory department, the Ministry of Personnel was made into the Ministry of Personnel and the Ministry of Organization, the Ministry of War was made into the Ministry of National Defense, the Ministry of Rites was made into the Ministry of Foreign Affairs, the Ministry of Education, the Ministry of Culture, the Ministry of Propaganda, etc.
Strictly speaking, these departments all had corresponding powers in ancient times, but the division of responsibilities was not so clear, and the powers varied.
Now that the departments are being dismantled and reorganized, some will retain their original functions, some will separate new departments from their original functions, and some will simply add some departments. By clearly dividing the original confusing powers and unclear responsibilities, the national development plan will become much clearer.
In this way, the power structure of the Song Dynasty would be headed by the Political System Council, with departments such as the Ministry of Civil Affairs, the Ministry of Finance (formerly the Three Departments), the Ministry of Revenue, the Ministry of Works, the Ministry of Justice, the Ministry of Rites, the Ministry of Education, the Ministry of Propaganda (formerly the functions of the Ministry of Rites), the Ministry of Geology (formerly the functions of the Ministry of Works), the Dali Temple (court system), the Procuratorate (procuratorate system), the Censorate, the Statistics Bureau, the Firearms Bureau, the Creation Bureau, and the Ministry of Jiaozi.
These departments are equivalent to high-ranking official units in later generations, and in ancient times they were equivalent to the original three provinces and six ministries. There has not been much change in their responsibilities and roles. The only thing is to clearly define the functions and determine which department does what, instead of the chaotic situation before where you can manage it and I can manage it, or you can ignore it and I can ignore it.
So, generally speaking, Zhao Jun's first act after taking over was quite well planned. There were no drastic reforms, nor were there widespread layoffs of officials. Instead, there was a streamlining of the system, and some positions were even increased. It's like repairing a computer room by first tidying up its wiring.
After the meeting, everyone returned to their desks to deal with their own affairs. Now that the Constitutional Council had been newly established and did not directly issue policies, it would continue to operate according to the previous powers of the Political Affairs Hall.
Fan Zhongyan was a candidate. His original job was the prefect of Kaifeng, so he went to Kaifeng Prefecture, and Yan Shu also went to the Sansi.
Zhao Jun now had the power of a prime minister, just like Lü Yijian and Wang Zeng, but he did not immediately intervene in government affairs. Lü Yijian and his colleagues were more adept at handling these matters, and if he went there, it would be a nuisance, so he did not stay in the Political System Council and went out to handle his own affairs.
Just as the new Political System Council was being built, the Song Dynasty was in a state of disrepair and was about to see the dawn of hope.
What happened in the morning court quickly spread throughout Bianliang.
The news that Zhao Jun was the youngest son of the late emperor became a hot topic and alarmed many people.
The first one is naturally the Grand Chancellor Zhao Yunrang.
Because Zhao Zhen was 26 years old and still had no son, in order to avoid loss of the foundation of the country, Zhao Zhen, at the suggestion of court officials, adopted Zhao Yunrang's son Zhao Zongshi into the palace as early as last year and raised him by Empress Cao.
So when faced with this sudden news about the late emperor's youngest son, Zhao Yunrang was horrified.
At noon, in Zhao Yunrang's house in Xuanpingfang, Zhao Zongyi hurriedly walked into the hall. Zhao Yunrang was drinking tea. He liked flower tea the most.
Outside, the autumn wind blew the leaves, making a rustling sound.
Seeing his eldest son rushing in rashly, Zhao Yunrang put on a stern face like Zongzheng and said in a low voice, "What's wrong with you being so flustered?"
Zhao Zongyi hurriedly said, "Father, something big has happened."
"What is it?"
Zhao Yunrang put down the teacup in his hand.
