But senior officials are only a minority after all. Compared with the tens of thousands of officials in the entire Song Dynasty, their voices are too small and they are controlled by the Political System Council, so naturally they cannot cause any trouble.

As the New Year's winter snow passed, the second chapter of the Qingli New Deal began in the spring of 1042 AD under the leadership of Fan Zhongyan.

First of all, politically, the construction of the entire framework has been completed.

With the Constitutional Court as the center, it formulates the direction of national development, coordinates various departments, administers various ministries, formulates development plans for its own departments, and supervises the implementation of lower-level agencies.

At the local level, the performance evaluation system was implemented, with county magistrates responsible to the prefecture, prefectural governors responsible to the road, and the four departments of the road were responsible to the imperial court.

The main corvée labor work was done by local garrison troops and imperial guards. The main idea was to "encourage agriculture and sericulture" and "reduce corvée labor."

In diplomacy, China maintained good foreign relations with Liao, Xixia, Goryeo, Japan, Dali and other countries, communicated with each other, and did not prohibit trade exchanges, which greatly promoted the development of foreign trade.

In terms of social system, it started earlier than the north and recognized the patriarchal management status under the semi-feudal system, but it had to be carried out in accordance with the laws of the court. It was not allowed to set up courts privately, and the personal freedom of clan members could not be restricted. Children born to concubines enjoyed the same land rights, inheritance rights and education rights.

In science and technology, an invention institute was established to refute the theory that inventions are useless and to encourage independent innovation and invention by the people. Once an invention patent is confirmed by the invention bureau, it will be promoted by the court and rewarded with a large amount of silver.

In terms of culture, it advocates diversity, encourages the creation of drama, painting, sculpture, ceramics, poetry, songs, etc., and promotes the simple and easy-to-learn Henan Mandarin, commonly known as the Northern Language, as Standard Chinese.

At the same time, he actively innovated clothing, decorations, and handicrafts. Zhao Jun even developed his own cotton coats made of linen and stuffed with cotton, silk short-sleeved shirts for summer wear, and other comfortable clothing.

There was no restriction on women's thoughts. Women were encouraged to study and go out for fun. Except for not being able to hold official positions, they were treated similarly to men in other matters, without too many restrictions.

This was allowed in the Northern Song Dynasty, so it is not surprising.

In education, official schools were officially established across the country, divided into three levels: county, state, and road.
