So why can't it be done in one go?

Because the money needed to complete it at one time is really too much, what is needed is not tens of millions of strings of cash, but billions of strings of cash.

Given the current financial situation, the maximum investment we can make each year is 20 to 30 million guan.

And this may also cause problems as prices fluctuate.

During the Jingyou period, the fiscal revenue of the Song Dynasty remained at around 80 million strings of cash.

For example, in the first year of Jingyou, there were more than 78 million strings of cash, and in the eighth year of Qingli, it reached 100 million strings of cash.

After several rounds of the Qingli New Deal, fiscal revenue still remains at 80 to 90 million guan, with little change. Even in the early stages of the reform, revenue decreased significantly.

There are several reasons for this decrease.

The first thing that happened was naturally the cancellation of a large number of exorbitant taxes and levies, which resulted in a lot of reduced revenue.

The second is the decline in food prices, which has led to a depreciation in prices.

Some people may think that price depreciation is a good thing?

If incomes increase and prices decrease, won’t people’s lives be better?

This is the truth, but it is also different.

At least for the Song Dynasty court, the crazy depreciation of prices must be bad news.

The reason is simple.

During the Northern Song Dynasty, the fiscal revenue ranged from tens of millions to hundreds of millions of strings of cash. This did not simply mean that there was so much money, but that it was converted through the collected grain.

For example, if you collect more than 30 million guan in agricultural taxes this year, this is actually not money, but grain equivalent to the average price of grain this year reaching more than 30 million guan.

And not only grain, but also cloth, gold, silver, spices, wood, copper, iron, etc. are all considered part of the tax.

For example, Guangzhou now allows people to pay a certain amount of cotton as taxes.

Therefore, a large part of the financial revenue of the Northern Song Dynasty was not actual copper coins, but equivalent items. In terms of military expenditure, these equivalent items were also considered part of the redundant army.

If it was during wartime and food prices soared, then the food worth more than 30 million guan might even become worth 60 million guan. When calculated into the court's total fiscal revenue, it would instantly exceed 100 million guan.

But if the grain price plummeted, then the grain collected, which was worth more than 30 million strings, would depreciate to about 20 million strings. The total fiscal revenue of the court would also fall, and the income would plummet.

Therefore, this is one of the main reasons why the Song Dynasty has been trying to raise grain prices over the years and not allowing grain prices to fall to a few dozen coins per stone.

Under such circumstances, the actual amount of cash in the court was relatively limited, with the annual cash collected being only about 30 million strings of cash.

Including paying salaries to officials and soldiers, they are often paid out in copper coins, rice, and silk. For example, current salaries are often paid in rice and silk, and performance-based salaries are paid in copper coins, in order to motivate officials to work more actively.

If we deduct the funds for soldiers, officials and other government expenses, the total amount of funds available for construction will naturally be only 20 million guan.

What can I do?

Only limited industrial construction can be done.

Zhao Zhen, Lu Yijian and others hope to see results within a period of time.

They want to see the train and the railway station next year.

Next year we'll see a steamship.

Next year, Song Dynasty’s steel mills, textile factories, and schools will be everywhere.

This is actually not impossible.

Because steelmaking and steam engine technology are now up to standard, and raw materials are on the way.

Although it may take a few years for the rubber to grow.

But the fleet could easily harvest large quantities of rubber in South America and bring it back, making hundreds or even thousands of steam engines without any problem.

The Song Dynasty has the richest human resources in the world, with a population of 100 million.

If the technology, raw materials and population meet the standards, it will not be difficult for them to see all that they want.
