Rice prices skyrocketed, yet the shopkeepers still had the nerve to say that the grain shops were very honest, and the people were willing to spend more money to buy it.
"The price has already been calculated. The clerk is right. My son just came back from the grain shop on the street ahead."
The prices there are outrageously high, yet people still line up.
Now it's not that merchants are begging people to buy; it's more like take it or leave it. The inventory is limited, and once it's sold out, that's it.

The people in line stopped, sighing and complaining bitterly.

This exacerbated the conflict, leading to greater panic among the people who emptied their savings to buy food. Meanwhile, grain merchants profited immensely from the war, making huge sums of money – a truly unscrupulous act.
If grain prices drop in a few days, then the money the people spent will be wasted.
