Level 4 means that there are no more than 3 troublemakers, and no harm or loss is caused to anyone other than the party involved. Once confirmed, penalty points will be added depending on the severity of the circumstances.
If you are identified as level three, you will lose 10 kilograms of food from the base every month, which is worse than going to prison. Many people would rather be identified as level two than level three.
