"This cannot be entirely blamed on Comrade Pengming. He did a very good job this time. If it were someone else, probably except you, no one would have achieved the same thing as him!" Yan Baiyang said with emotion.
He climbed up to this position step by step from the grassroots level. He is very clear about the right and wrong in officialdom. Only cadres like Feng Yuxing who do not care about their official positions can accomplish things that will produce immediate results.
Feng Yuxing looked at Yan Baiyang sighing, feeling a bit complicated. He thought to himself, "Doesn't Secretary Yan know that the Provincial Party Committee hopes he will change Xiyun City's past nonsense? Why hasn't he shown any courage? Shouldn't we remind him?"
His mind raced, and he looked at Yan Baiyang and said, "Secretary, the Provincial Party Committee doesn't seem to appreciate Comrade Peng Ming's style of having everything go smoothly!"
After all, he was a subordinate, and even after racking his brains, he could only be this tactful.
"Hey Yue! Comrade Yuxing! Even if Comrade Shangnan, the old Xiyun, is included, it may not be possible to change the current situation all at once. What's more, I am an outsider, and a newcomer! Don't you think so?" Yan Baiyang pretended to be very worried and distressed when he spoke.
He was the municipal party secretary. How could he not understand what Feng Yuxing, a young man, said? It was indeed difficult for him to change the working status of the Xiyun City leadership team all at once, unless he was willing to take a gamble and not be afraid of offending anyone or any force. But doing so was very risky!
Feng Yuxing's eyes twitched, and he felt even more contempt for Yan Baiyang. He thought to himself, "He's the municipal Party Secretary, the top official in the city's Party and government, and yet he's acting like a scoundrel! It looks like he just wants to hand this responsibility over to me! How shameless!"
"Secretary, where did you learn this inaction style of fighting? If I cause trouble, won't you be the one to clean up the mess?" Feng Yuxing looked at him with contempt.
"Haha... cleaning up afterward is one thing! Who's in charge of the main attack? That's another! I'm more suited to cleaning up afterward! Just focus on the main attack! That's your forte, I won't steal the credit!"
Yan Baiyang didn't care at all about Feng Yuxing's disdainful looks, meaning, "As long as you can resolve these issues, it doesn't matter whether their looks are good or bad!"
Feng Yuxing was immediately defeated. The contemptuous looks, stern faces and sarcasm were all ineffective!
At 2:50 p.m., Feng Yuxing arrived at the meeting room on time, looking listless. After sitting down, he just drank tea.
He was only allowed to drink tea, and not many people wanted to pay attention to him. At the last Standing Committee meeting, his voice against four Standing Committee members was still echoing in the meeting room!
He hadn't been working in the city long, but he had become an outcast. Even the centrists were embarrassed to have anything to do with him. The reason was simple: those people believed that there was no winner in their quarrel, so they just had to sit back and watch.
Around 3 o'clock, Mayor Qiu Shangnan and Municipal Party Secretary Yan Baiyang entered the meeting room one after another.
After the two of them sat down side by side, Yan Baiyang looked at everyone, smiled, and said, "Good afternoon, everyone! Now that everyone is here, let's start today's meeting!"
He laughed as he spoke, displaying the style of an old fox to perfection.
He continued, "This Standing Committee meeting is held at the request of Comrade Peng Ming from the Discipline Inspection Commission to discuss how to handle a few important cases he has taken over in Lingjiang! The next topic of the meeting will be handed over to Comrade Peng Ming!"
After Yan Baiyang finished speaking, he glanced at the Secretary of the Discipline Inspection Commission, Xing Pengming, and then picked up his teacup and leisurely drank tea with Mayor Qiu Shangnan. The two of them almost clinked their cups; thankfully, they weren't drinking.
Xing Pengming, secretary of the Discipline Inspection Commission, also looked at everyone and said slowly:
"Secretary, Mayor, and fellow comrades, good afternoon! Now, I will give a detailed report on the handling of the Lingjiang case over the past month or so.
First, I will outline the matters that have been addressed and processed and update you on progress;
Secondly, I will explore the key issues in this meeting that deserve in-depth discussion, hoping to find practical solutions to the challenges we face together through brainstorming.
"The case concerning Lingzhiyun Pharmaceutical was handled by Comrade Yuxing, so I won't mention it here. Many of the cases I've handled are related to Comrade Yuxing..."
"Next! I'll talk about the issues that need to be discussed, that is, the opinions on how to handle the case. The first issue..."
According to Xing Pengming, three years ago, Lingjiang introduced an industry called Lingzhou Chemical Model Factory; the products are various plastic models, so the discharge of chemical wastewater is inevitable, but the factory does not have sewage treatment equipment, and the sewage is discharged directly.
The discharge outlet is a five-acre crop field that has been soaked in chemical wastewater for a long time. The crops in the field must have died due to pollution, and the soil has also become a wasteland due to long-term pollution by chemical wastewater.
Of course, it is more than five acres now, the territory has been "expanded"!
The owner of the land, Chen Xinquan, reported the matter to the Environmental Protection Bureau, which also sent personnel to the site for inspection and found that it was indeed caused by long-term contamination from chemical wastewater.
The two environmental protection personnel sent by the Environmental Protection Bureau to conduct on-site inspections were Zhou Canming and Na Ming. After completing the inspections, they also submitted various inspection value reports to the bureau.
Unfortunately, after the report was submitted, for some unknown reason, there was no further follow-up, let alone the compensation received by the land owner Chen Xinquan.
The land owner kept reporting the issue to various relevant departments, but the matter was delayed for more than a year.
In desperation, the landowner, Chen Xinquan, took the Lingzhou Chemical Mould Factory to court. By then, the land had already been overgrown with various plants and trees.
The land contaminated by chemical wastewater cannot be used to grow crops, but it has become nutrients for some plants, causing them to grow thick roots and lush leaves. It is no longer possible to tell that the place was once a farmland for growing crops.
As a result, the court was unable to obtain evidence, and the report and photos of the two on-site inspectors from the Environmental Protection Bureau disappeared.
It is understood that one of the two environmental inspectors who participated in the incident has now left Lingjiang County and worked elsewhere; the other, the environmental inspector named Zhou Canming, has become a witness for the land owner Chen Xinquan.
This incident caused quite a stir at the time and was the most eye-catching case.
When the court opened, Zhou Canming was willing to be a witness for the plaintiff.
As a result, the environmental protection personnel were accused of perjury and dismissed from their posts; while the Lingzhou Chemical Model Factory turned from defense to offense in the lawsuit and brought the land owner Chen Xinquan to court.
After hearing the case, the court found Chen Xinquan guilty of extortion and sentenced him to four years in prison.
This ruling is undoubtedly a further blow to Chen Xinquan and Zhou Canming.
