Emperor Kangxi sat upright on the dragon throne, looking down at the ministers below.
"If there is anything to report, speak up; otherwise, the court may adjourn."
Liang Jiugong spoke in a high-pitched voice.
Suo'etu and Tong Guowei exchanged a silent glance. Tong Guowei stepped forward and said respectfully, "Your Majesty, there are currently many vacant high positions in the harem. Above the ranks of Consort and Concubine, there are only Consort Zhao and Consort Yu."
"This old minister dares to petition Your Majesty to select noble women from prominent families to enter the palace as concubines or consorts, so that Your Majesty may continue your lineage and expand your family."
Emperor Kangxi's expression darkened slightly, and he looked at Tong Guowei with a serious expression.
Soetu then spoke up, "Your Majesty, I second that proposal. For the sake of the country and the future of the Qing Dynasty, I humbly request Your Majesty to select women of outstanding family background and appearance to fill the harem."
Kangxi gave a cold laugh.
"You two ministers are very kind. Although there are many high positions in the palace, I have many children. Holding a selection of concubines would be a huge undertaking, a waste of resources and manpower. With the Three Feudatories still not pacified, I think it's best to abandon this idea."
Tong Guowei and Suo'etu seemed about to say something.
Kangxi glared coldly at them, then looked at Mingzhu and said loudly, "Mingzhu, what do you think of my decision?"
"Your Majesty, the selection every three years is a rule established by the late Emperor. Your Majesty has devoted yourself to the affairs of the previous dynasty, and it is only right that there be gentle and understanding women in the harem to accompany you."
After a pause, Mingzhu continued, "If Your Majesty feels that the grand election is too much of a burden on the people and a waste of resources, you may select a few noble ladies from a small group and issue an edict to have them enter the palace to serve Your Majesty."

Emperor Kangxi snorted coldly and ordered the court session to adjourn.
