Chapter Thirty-Nine: Economic Control

Emperor Kangxi was visibly upset. The Crown Prince, thinking of the Imperial Household Department and his wet nurse, said from the side, "Father, those people in the Imperial Household Department are cowardly and shouldn't dare to do such a deceitful thing."

Yinzhen understood that what the princess next door had just said was probably true. She could see many things in her dreams, and she understood them better than the Crown Prince.

Seeing that Yinzhen remained silent, Kangxi asked him, "What does Yinzhen think?"

Although Yinzhen was no longer as upright as he was in the dream, he still had his own principles regarding matters of the Imperial Household Department.

"Father, I believe the Imperial Household Department wouldn't dare, but they really should investigate. If there's anything wrong, they should correct it; if not, they should strive to improve."

Kangxi understood that Yinzhen probably thought the Imperial Household Department had the guts to do it, but he said it that way because of the Crown Prince's attitude.

The Crown Prince was somewhat displeased when he heard Yinzhen say this, but he did not show it on his face.

Emperor Kangxi ate with a sullen face, while the servants around him were trembling with fear.

Huiyu and Tong Cheng'er arrived earlier, so they ate faster.

As the two were talking, Huiyu couldn't help but sigh, "I wonder if I'll ever be able to come back after marrying into Mongolia."

Tong Cheng'er also remembered Huiyu's marriage to a Mongolian. She had no prejudice against Mongolians, but many princesses who married into Mongolia ended up dying mysteriously and short-lived.

This reminded Tong Cheng'er of the previous dynasty. Although the Ming Dynasty had many eccentric emperors, it never used women to maintain border stability.

No ceding of territory, no paying of indemnities, no submission to the state, no marriage alliances, no tribute; the emperor guards the nation's gates, the monarch dies for the country!

Tong Cheng'er said, "She will definitely be able to come back. Mongolia is not far from the capital. If she misses home one day, she can just come back."

Huiyu shook her head: "It's not that easy. Once you marry, you have to obey your husband. Besides, this is Mongolia. My father said that although we fought together with Mongolia, they still care about us! They want benefits, so they will naturally want to protect their own interests. If I marry into Mongolia, my life may not be difficult, but don't expect too much freedom."

Upon hearing this, Tong Cheng'er sighed and said, "In the end, it's because the imperial court's control over Mongolia is insufficient."

Huiyu laughed and said, "The Mongols are brave, how can they be so easily subdued? You're just thinking too simply."

Tong Cheng'er's thinking is not as simple as it seems.

There's a saying: the economic base determines the superstructure.

"Actually, it's not that we can't control Mongolia. In the end, Mongolia is not as wealthy as the inland areas. Their conflict with the court is about the division of interests. If they want benefits, then we can control them by controlling them through benefits. His Majesty often tours Mongolia and gives them gifts time and time again, but that's just treating the symptoms, not the root cause. Their desires are insatiable!"

Huiyu didn't understand politics, but she became interested after hearing what she said: "Then tell me, what method can be used to control the Mongols?"

Thinking of the vast grasslands of Mongolia, Tong Cheng'er said, "Mongolia is actually a natural pasture. The imperial court can directly establish an economic group there, allow the animals to graze properly, let them manage themselves, and then the imperial court can send officials to supervise them."

Mongolia has a limited population, so it doesn't matter if they can't consume all of these products. They can preserve them in various ways and then make them into delicious foods that can be stored for a long time, such as beef jerky and mutton jerky. Beef jerky is especially important, since most people may never eat beef in their lifetime.

In addition, wool can be made into wool yarn and then woven into blankets, which are very rare items. The Jiangnan region is wealthy, so they can certainly fetch a high price. There is also cow's milk and goat's milk, which can be deodorized and made into milk powder, milk tablets, or even sugar can be added to make milk candy. These are all in high demand.

In this way, Mongolia would have products, and the market would be in the interior of the Qing Dynasty. The imperial court would then be responsible for part of the transportation, and over time, it would naturally be able to control Mongolia.

Huiyu initially thought she was just talking, but after listening to her, she found that what she said actually made a lot of sense, and she thought it was pretty good.

If the Qing Dynasty could truly control Mongolia, she wouldn't have needed to marry a Mongolian. Unfortunately, these were just Tong Cheng'er's thoughts; her going to Mongolia was already a foregone conclusion.

"If His Majesty could really keep the Mongols firmly under his control, then even if I were to marry into that family, no one would dare to mistreat me."

Tong Cheng'er: "If it really works out, it's not impossible for my sister to move back to the capital. With a marriage between the two clans, we'll have the upper hand and won't have to worry about the other side disobeying us."

Tong Cheng'er was terrified of poverty in her past life, and she understands the importance of economic lifeline better than anyone.

Tong Cheng'er and Huiyu were talking casually, but Kangxi and his entourage dared not take it seriously.

As Kangxi listened, his expression kept changing, sometimes happy, sometimes gloomy.

Yinzhen listened attentively and found it very feasible. If it were to succeed, then there would be no more worries about the Mongolian region.

Why did the Dzungars dare to act so recklessly? It was because the Mongols were arrogant and constantly ordered around, and one of them would betray them from time to time. This was also a major concern for Emperor Kangxi.

The Crown Prince was also listening attentively. Having been carefully educated by Emperor Kangxi, he naturally understood the significance of the words.

Kangxi said, "Liang Jiugong, go and find out whose princess was speaking just now."

"Yes, Your Majesty."

Then Kangxi exclaimed, "She is quite an extraordinary woman. How wonderful it would be if she were a man."

The imperial court is always short of capable officials.

What a pity.

Upon hearing this, the Crown Prince said, "It must have been just a sudden whim; women are often ignorant."

Kangxi did not refute the Crown Prince, but he disagreed in his heart. No one understood women's abilities better than Kangxi. The Empress Dowager was the best example. The Crown Prince still needed to be trained.
