The region approved Anyang County’s cadre adjustment plan, and Anyang County immediately began cadre adjustments across the county.

The first is to streamline the cadre teams of the eleven townships in the county. There are three full-time deputy mayors: they are in charge of family planning, culture, education, health, agriculture, and economic and trade respectively; one director of the People's Congress and two deputy directors are in charge of construction, civil affairs, and letters and visits work; there are three deputy section-level cadres: they are the director of the Family Planning Office, the director of the Letters and Visits Office, and the director of the Comprehensive Management Office respectively.

In addition to the original secretary and township head, there are four surplus section-level cadres.

This adjustment also optimized the mix of senior, middle-aged, and young cadres. Party committee and government officials are generally younger and more educated, while members of the People's Congress and several directors are older and less educated. It also facilitated two-way exchanges between the county and township levels: three cadres were transferred from the county, three were transferred from other townships, three were promoted to mid-level positions locally, and eleven former section-level cadres remained.

The county also implemented a dedicated team system for key projects, assigning all heads of ministries, commissions, and bureaus over the age of 52 to these teams. The vacated positions were filled by secretaries and mayors of townships that had become more prosperous after the merger, thus resolving their layoffs. Some older deputy section-level cadres were assigned to the special team through a registration system within the bureau. Younger cadres with less than a college degree were assigned to the regional Party school for two years of full-time study, and upon graduation, were assigned to relevant positions.

The cadre adjustment in Anyang County went smoothly, and people from all levels praised the adjustment.

The Ganhe Prefectural Party Committee Organization Department and the Party School have been tracking and investigating this cadre adjustment, and have also distributed questionnaires to different types of cadres. Unexpectedly, the majority of cadres are very satisfied with this adjustment and feel very fulfilled:

Those who wanted to move to the city have done so, the young people who wanted to be promoted have achieved their goals, the older people have found places to use their spare time, and those who wanted to change their environment have been transferred to other places. Even the township party committee secretaries are satisfied: not only have young cadres been promoted, those who are in the way have left, and there are more section-level cadres, but there are also more available manpower, making it easier to implement work.

The county held a cadre adjustment meeting, and the conference room was full. After the announcement was made and the leader emphasized, each cadre went their separate ways.

The cadre adjustment in Fushan Town benefited from Zhao Yuncheng's identity as the county magistrate and Sun Zongyuan's political potential. It should be said that these two people were very satisfied. After studying the work characteristics and personality of each person, they gave reasonable division of labor to the cadres after the adjustment.

According to the opinions of Anyang County, Fushan Town also merged seven stations and eight institutes within its jurisdiction. There were nearly twenty young cadres who participated in the early public examination. They came to the former Honghua Township with full ambitions. I believe that if they are given a stage, they will be able to sing beautiful songs.

Originally, there were 10 work areas in each of Honghua and Hongshi townships. After Sun Zongyuan's research, he believed that it was feasible to merge them into 9 work areas, which will then be built as economic development centers and concentrated communities.

The nine work areas are all located in areas with relatively large populations and most of the terrain is relatively flat. The key is that the land is still relatively barren and the crop yield is not high. They do not fall within the scope of desertification control and can be used to build concentrated residential communities and industrial parks in the future.

Sun Zongyuan reported his opinion to Secretary Zhao Yuncheng. After repeated consideration, Secretary Zhao Yuncheng thought it was feasible. He then called several secretaries to discuss the matter. Finally, a Party Committee meeting was held to finalize the proposal, which was then formed into a Party Committee and government document:

"Opinions of Fushan Town on the Concentrated Construction of Residential Communities and Industrial Parks."

The original village will no longer plan new residential land. Dilapidated houses can be repaired and improved, but new houses must be built in nearby concentrated residential areas.

The document also stipulates that farmers' markets, primary schools, comprehensive health clinics and other institutions should be built in concentrated residential communities to facilitate people's lives.

The document also requires the construction of industrial parks near residential areas to facilitate people's employment in factories, and at the same time, the construction of infrastructure such as roads, water supply, electricity supply, and communications will be improved. In principle, no approval will be given for the construction of factories outside industrial parks, except in special circumstances (water plants, stone processing, and other resource processing).

After the work areas are divided, the competition for jobs among the town's middle-level cadres will be put on the agenda.

Unfortunately, a group of six provincial health experts came to Fushan Town again to conduct an epidemiological survey on gastric diseases. After a preliminary investigation, it was found that gastric diseases were highly prevalent throughout Anyang County. The province then sent a special working group to conduct another survey of the areas around Anyang County.
