In the second half of 1989, with the implementation of the "Mass Entrepreneurship" campaign, village-run enterprises in various villages were in full swing. Inspired by Sun Zongyuan's Entrepreneurship Lecture, a large number of capable people with some capital, technology and brains also invested in building factories.
When it comes to building a factory, Fushan is the best place, because there is a development zone in Fushan Town, and the factories are all built. You can invest a few thousand yuan to rent a site, buy some equipment, hire a few workers, and start production immediately.
Other towns do not have such conditions. To build a factory, you must first choose a location, build roads, install water and electricity, and invest in building factory buildings. In Fushan, you can start production with 10,000 yuan, but in other places, there is no guarantee that you can start production with 30,000 yuan.
More and more outsiders came to the development zone to invest and build factories, so the Fushan Economic Development Zone built 300,000 square meters of factory buildings in 1989. They were all rented out before October, and the rent increased by more than 20%.
The development zone's factory buildings were in short supply and had to be built at a rushed pace. Fortunately, the development zone had complete supporting facilities such as water, electricity, and roads in the early stages, and they rushed to build another 200,000 square meters of standard factory buildings before the freezing to meet the emergency needs.
By the end of the year, the Fushan Development Zone had built more than 1.8 million square meters of standard factory buildings, covering an area of 2,500 acres. In addition, the factories relocated and built by Yuanda Group and the municipal government have occupied nearly 5,000 acres. In particular, several large factories of Yuanda Group not only occupy a large area, but are also well-known in the region for their tax payments.
In 1989, Fushan Town achieved local fiscal revenue exceeding 30 million yuan, of which Yuanda Group contributed 75%.
The development of Fushan Economic Development Zone has also achieved a virtuous cycle, with annual tax revenue exceeding 15 million yuan.
In 1990, the development area of Fushan Economic Development Zone increased by another 40%, and the tax revenue exceeded 30 million yuan by the end of the year.
This year, rural enterprises and private enterprises in Fushan Town developed rapidly. If last year was the starting year of rural enterprises, then 1990 was the year of development of rural enterprises.
With the establishment of a large number of enterprises, Fushan Town has gradually formed ten major industries, including food, wood processing, building materials, machinery, electronics, plastics, real estate, trade and wholesale, logistics and tourism. Among them, food, wood, machinery and trade and wholesale are the pillar industries of Fushan Town.
The town has seven board factories, more than 80 leather factories, more than 40 food factories, more than 30 machinery factories, and seven electronics factories, as well as supporting plastic, leather, shoemaking, hardware tools, etc. It also has the Yuanda Group, the first company in the province with an output value of over 600 million yuan and tax payments of over 70 million yuan. It has 6 nationally famous trademarks and more than 40 products that have been awarded provincial and ministerial titles.
At the end of 1990, the fiscal revenue of Fushan Town exceeded 60 million, accounting for 38% of the county, firmly surpassing Anyang Town's 52 million.
Fushan Town also became the first town in economic development in Ganhe area and ranked seventh among towns in the province.
This year, Anyang County realized a fiscal revenue of 158 million yuan, and Ganhe District realized a fiscal revenue of 680 million yuan. Compared with Ganhe City's fiscal revenue of 150 million yuan, Anyang County has firmly become the leader of Ganhe District!
This year, Fushan People's Hospital was completed and put into use. Since it was required to be designed as a Grade 3A hospital during its planning and design, the entire hospital not only has the largest construction area in Ganhe District, but also has the most beds in Ganhe District.
After research, the Ganhe Prefectural Committee decided to position Fushan Hospital as the Fushan Branch of the Regional People's Hospital in view of the problems such as insufficient construction area of Ganhe People's Hospital, and to place medical backbones and technical equipment in Fushan Hospital. The Regional People's Hospital only retained a few departments such as internal medicine and maternal and child health care.
Fushan Town has also become a health and medical center for the entire region.
Fushan Town had to invest another 2 million yuan to build a community health center.
This year, the Fushan branch of Ganhe No. 1 Middle School was completed and began to enroll new students. Since the school was invested and built by Fushan Town, the admission score for students from Fushan Town was 20 points lower than that of students from other enrollment areas. Unexpectedly, within a month, more than 1,000 families went to the police station to request that their household registration be registered in Fushan Town so that their children could be guaranteed admission to high school in the future. They were also considered the earliest high school entrance examination immigrants.
When the police station chief saw that the matter was too serious, he went to the Party Committee to report to Secretary Sun Zongyuan. Sun Zongyuan proposed that, except for the original residents of Fushan, and except for talents introduced by the company, others who wanted to move into Fushan Town must have worked in Fushan for more than two years or bought a house, and the proof of proof was the salary slip issued by the factory, the payment of taxes or the property certificate.
Although the phenomenon of high school entrance examination migration was temporarily stopped, more people came to invest in businesses or work for their children's schooling. Fushan Town invested another 1 million yuan and expanded Fushan High School by 45 classes in the second half of 1990. Fortunately, the school was left with enough room for development.
Just after the National Day, Sun Zongyuan received a notice from the Prefectural Party Committee and came to Secretary Tan Chengui's office.
"Zongyuan, Fushan Town's economic and social development has been rapid and healthy over the past two years. The province has designated Fushan Town as a pilot unit for reform and opening up. Our organization has a record of every step you take. You can be said to be a pioneer of reform and opening up in our region!"
