After slight modifications, Sun Zongyuan's Anyang County Ten-Year Development Plan was copied and distributed to county-level leaders for discussion.
During this period, County Party Secretary Wang Peizhong and County Mayor Sui Gang also called Sun Zongyuan to the County Party Committee to discuss, inquire and consult on some issues.
Some leaders also called Honghua Township to ask Sun Zongyuan about his thoughts, understandings, and implementation plans on specific issues.
The problem mainly focuses on two issues:
How to leverage limestone resources to support the construction of Anyang County's building materials base.
The other is how to utilize the advantages of the honeysuckle production area to strengthen the county's traditional Chinese medicine factory's pharmaceutical technology and production capacity.
The county leaders then sought confirmation through various channels with university classmates, fellow villagers, and leaders and functional departments of the province in southern provinces, especially entrusting Secretary Li of the region to verify with students from the Central Party School in Jiangsu and Guangdong. The result was that the development plan was feasible and was a reform measure that liberated the mind and was groundbreaking!
Secretary Wang Peizhong and County Magistrate Sui Gang convened Director Li Jiancheng and Sun Zongyuan of the County Planning Commission and requested that the development plan be entrusted to the Provincial Party School for further revision and improvement, and that they list the projects that urgently need to be carried out in the next two years based on this plan.
The two men simply divided the work. Li Jiancheng and the deputy secretary of the county party committee took the plan to the provincial party school, while Sun Zongyuan took two people from the Development Planning Office to start researching the project.
After three days of sorting, Sun Zongyuan listed more than 20 projects, and selected the top ten key projects based on their importance.
1. Langshan 870-meter tunnel project on National Highway 327;
2. Daqingshan 680-meter tunnel project on National Highway 327;
3. 540-meter super-large bridge project on Anyang River on National Highway 327;
4. 620-meter integrated bridge and dam project on Kunhe River on National Highway 327;
5. 21km diversion project of National Highway 327;
6. 380-meter and 460-meter tunnel projects on Provincial Highway 223;
7. 24-kilometer park road project in Anyang County Economic Development Zone;
8. Relocation, technical transformation and expansion project of the county traditional Chinese medicine factory;
9. Investment invitation projects for 700,000-ton and 500,000-ton cement plants;
10. Investment promotion project for 300,000 cubic meters of shale bricks, new building materials, and 300,000 cubic meters of concrete aggregates.
The first six projects are mainly key node projects to solve the problems of poor transportation and lack of accessibility in Anyang, which seriously restrict Anyang's development.
The last four projects are mainly the key projects for economic development in the next two years. Once these four projects are started, the economic development of Anyang County will leap forward.
With the improvement of transportation conditions, the implementation of major projects and the development of the private economy, Anyang County will become one of the "top ten counties" in the province in five years.
The report was sent to the secretary and county magistrate through the district party committee office.
Three days later, the Anyang County Standing Committee held a meeting to study the Anyang County Development Plan (discussion draft) and key project construction work. All county-level cadres attended the meeting.
Director Li Jiancheng of the County Planning Commission gave a special report, and Sun Zongyu was responsible for supplementing and explaining the work.
The county party committee office compiled a draft based on the feedback from county-level cadres. It must be said that the county party committee office's writing skills are more than several times better than Sun Zongyu's. Sun Zongyuan discovered that the ten major projects had been changed to sixteen major projects:
The two cement plant projects and the building materials project were cut into four projects.

The deputy secretary of the Party and Mass Work Committee of the county party committee will lead the construction of the economic development zone and the traditional Chinese medicine factory's technical transformation projects, and the county party committee's organization minister and political and legal committee secretary will serve as specific persons in charge;
The deputy secretary of the county party committee for political and legal affairs leads the "Architecture Town" cultivation project and the "One Million Pigs to Get Rich Project" project, with the propaganda minister and the deputy county head in charge of agriculture and education as specific persons in charge;
Standing Committee Member Li Jianguo leads the Honghua Township Food Industrial Park project.
The relevant functional bureaus will enter their respective special teams. If a functional bureau involves multiple special teams, several deputy directors will enter the relevant special teams respectively.
The county established a command center, with Wang Peizhong, the county party secretary, as the commander-in-chief, the special team leader as the deputy commander-in-chief, and county-level cadres and functional bureau directors as members. The command center set up an office, with Li Jiancheng, director of the Planning Commission, as the director of the office, and Sun Zongyuan, deputy director of the district party committee office, serving concurrently as deputy directors.
The convening of the Standing Committee sounded the clarion call for the development of Anyang County. From then on, Anyang County began a working model of working day and night and five days a week and two days off. Many years later, some people lamented the enthusiasm of the entire county in 1986. They overcame difficulties that were considered insurmountable at the time, and finally ushered in the spring of development in Anyang County.
The Standing Committee meeting did not end until 12:30, and the two main leaders, Wang Peizhong and Sui Gang, called Sun Zongyuan to have lunch together in a small private room in the cafeteria.
