President Hou asked Li Cheng to speak, not simply because he could speak more clearly, but because Li Cheng was the only one who could speak about this matter. He was the one who started this matter, so if he didn't speak, who would?
Li Cheng said, "Two leaders, you are here because of the retirees' complaint letter. You must give an explanation to your leaders when you return."
Directors Sun and Yang both nodded.
Li Cheng continued, "If my guess is correct, the city branch has already prepared a report for you. Once you return, just hand it in to your supervisor, and your mission will be complete, and this matter will be over, right?"
Sun and Yang didn't say anything, both thinking that this young man was very familiar with the routine here.
Li Cheng continued, "What did the city branch report say? It simply said that the housing allocation was time-sensitive and demanding, so mistakes were inevitable."
At this point, Li Cheng paused deliberately to gauge the two men's reactions. Seeing that neither of them denied the suggestion, Li Cheng continued, "The city branch also stated that they would take the retirees' concerns seriously and would find ways to satisfy them. However, this housing allocation involves many people, and the units have already been allocated. Recalculating the scores and adjusting them again would inevitably cause confusion and further dissatisfaction."
Speaking of this, Directors Sun and Yang actually admire Li Cheng very much. What he said is right, and all these words are in the report handed to them by the municipal branch.
Could it be that this guy has read the report of the city branch?
Just when both of them were beginning to doubt, Li Cheng added, "They would also say that if this were the case, the city branch's work would inevitably become very passive and would affect daily operations. Therefore, after careful consideration, the city branch has decided to make adjustments during the next housing allocation..."
The two were simply convinced and said in their hearts that if Li Cheng had not read the report, then this kid would be an expert in playing tricks in the future.
In fact, for such a trivial matter, did Li Cheng need to personally read the report? Even if he thought about it, Li Cheng knew that the report of the municipal branch was just empty talk.
When it comes to playing tricks, Li Cheng has twenty years more experience than them.
After Li Cheng finished speaking, Director Yang said, "The retirees' complaint will probably end up like this. However, regarding the matters you and President Hou reported, we..."
As he spoke, Director Yang looked at Director Sun with an embarrassed look on his face.
Seeing their embarrassment, Li Cheng said with a smile: "How could we embarrass the two leaders?"
The two of them immediately looked at Li Cheng and thought, aren't you making things difficult for us by telling us those things?
Some things are better known than not known.
Li Cheng glanced at President Hou and saw her calm demeanor. He then added, "Look, even the leaders of our city branch might not be aware of those things. If something like this suddenly popped up, they probably wouldn't know what was going on. They must be feeling the same dilemma as you two leaders—very embarrassed."
The two remained silent, both knowing that Li Cheng was trying to absolve certain people in the city branch of responsibility. Given their years of experience, it would be strange if some of the city branch's leaders didn't know about these things.
Li Cheng continued, "Therefore, it is better to handle this matter quietly. This way, the initiative to handle this matter will be given to the leaders of the city branch.
As the superiors who are here to urge someone to correct their mistakes, you should not offend the people at the city branch. When you return, you can use this major incident to cover up a minor matter like the letter of complaint, and you can also leave a good reputation in front of your superiors as someone who can handle things well."
This was the exchange. Li Cheng asked them to quietly handle the matters he and President Hou had discussed, firstly to protect himself and President Hou, and secondly to achieve another goal of his own.
If this matter is publicized too much, there will be no room for maneuver. By then, maybe the direction of the matter will be something that Li Cheng can control.
Seeing that the two were still hesitating, Li Cheng said, "No one likes things to happen, especially the leaders. With a direct-government relationship like ours, maybe one day the leaders of the municipal branch will go to the provincial branch to take up positions, and people from the provincial branch will come here to take up leadership positions. Let's give each other some face so that we can meet again in the future, don't you agree?"
After hearing this, the two exchanged glances, each thinking, "If you don't hold onto those things, it will be much easier for us to handle them."
They were in such a dilemma before because they were afraid that Li Cheng and President Hou would demand an explanation. Otherwise, who would come here in the middle of the night to complain about a problem for no reason?
If that was the case, they had only one solution: to drag it out, indefinitely. They would drag it out until the two people in front of them lost their patience and temper, and then the problems they raised would eventually be reduced to small matters.
But if the person who reports the problem does not care about the outcome and does not want to make a big deal out of it, then it will be much easier to handle.
Director Yang and Director Sun needed to exchange opinions. They looked at each other. The tacit understanding they had developed over the years allowed them to understand each other's psychology.
Director Yang said, "As disciplinary inspection and supervision personnel, we have the responsibility to investigate and punish those who violate laws and discipline. Regardless of whether anyone reports them or not, as long as we know about them, we will not sit idly by..."
Although it was a cliché, when it came out of Director Yang's mouth, it was not only powerful but also full of justice.
President Hou was very familiar with these words. She had often said them before, just like the famous admonition, "You have the right to remain silent, but every word you say may be used as evidence in court."
