From then on, China was officially recognized internationally as a country with a truly full-function Internet connection. This event was selected by the Chinese press as one of the top ten science and technology news stories of 1994 and listed in the National Statistical Bulletin as one of China's major scientific and technological achievements in 1994.

The development of the internet in China is slower than in the United States, and routers are a major contributing factor. Routers are also the most critical piece of equipment in the construction of the "NCFC" (National Computer Network Framework).

During the NCFC design phase, due to export restrictions imposed by COCOM and the United States, low- to mid-range router equipment could not be imported. The Decrouter obtained in the first phase of the experimental project could only support a speed of 19.2kbps and only supported the DE protocol, not TCP/IP. For high-speed fiber optic networks, the router should be able to support communication speeds of 10Mbps and run the TCP/IP protocol.

At that time, China could neither produce nor import routers, which caused the development of NCF to lag behind.
