Huang Youwei told Lu Feng over the phone that it would take a few more days before formal negotiations could begin. However, the ultimate goal of this cooperation was to improve the capabilities of communication base stations through collaboration, which was a bold attempt for the province.
Although Huang Youwei said on the phone that it was a win-win situation, Lu Feng knew that he had not benefited this time. The subsequent construction would be a huge investment. The only benefit he could gain was that Huang Youwei could not imagine how rapidly communications would develop in the past ten years.
The arrest of Mr. Zhou and his son has caused a major stir in the local area, with many people on edge, fearing they might be implicated. Several days have passed in the blink of an eye, and Lu Feng has not seen any further arrests.
He already understood that this was just a way to give Zhou Zong and his son, those two troublemakers, a blow. Neither Huang Youwei nor the provincial authorities had the courage to continue the investigation.
As evening approached, Lu Feng's phone rang. Thinking it was a call from the provincial government, he answered, "Hello, is there any good news?"
"Xiaofeng, it's your mom." His mother's voice came from the other end of the phone.
"Mom? Is something wrong?" Lu Feng was slightly surprised to receive a call from his mother.
"There are only two weeks left until Chinese New Year. When are you coming back?" Mom asked with concern on the phone. "Wear more clothes when you come back. It's cold here. We bought a whole sheep this year and also asked someone to buy a lot of seafood. Set a date and we'll pick you up from the airport."
"I'm not sure yet, but I guess it'll be soon. I have some things to take care of, so I'll head back as soon as I'm done," Lu Feng replied.
"Come back as soon as possible. I have a surprise for you." Mom said mysteriously on the other end of the phone, while Dad's laughter could be heard nearby, as if the surprise was quite big.
Lu Feng asked them not to arrange too many visits for relatives, as he wanted to go home and rest and didn't want to be busy with social engagements. The two elders readily agreed, but refused to reveal any details about the surprise.
Two days later, I received a notice from the province to go to the Provincial Commerce Office for negotiations, along with the acting general manager of the Post and Telecommunications Group.
After hanging up the phone, Lu Feng changed his clothes and went straight to the provincial government building. When he arrived, he was greeted by a special person. The conference room had been transformed into a VIP reception room, with single sofas everywhere and a small table between two sofas, where tea and fruit were laid out, making it look exceptionally formal.
When Lu Feng entered, he saw a man in his forties already there. The man was rather tall, probably around 1.8 meters, and wore black-rimmed glasses. Upon seeing Lu Feng enter, he stood up and asked, "Mr. Lu of Jiafeng Group?"
"Hello, hello!" Lu Feng said politely.
"Hello, I am the deputy general manager of the Post and Telecommunications Group. I am currently replacing the former General Manager Zhou. It's just an interim position, and we should be sending someone else later. This time, I am here to talk to you. My surname is Chu!" The other party politely handed over a business card and shook hands with Lu Feng.
Compared to Mr. Zhou's previous arrogance, this man in front of him is now behaving very modestly.
Lu Feng handed over his business card, and the two discussed some matters related to cooperation. The other party was very open and honest. President Chu said to Lu Feng, "As long as the province thinks it's okay, we'll have no problem and will fully cooperate!"
Lu Feng smiled and said "okay" repeatedly, sensing that the person in front of him probably wasn't exactly clean either.
A few minutes later, an official from the Provincial Department of Commerce walked in, exchanged a few polite words, sat down, and said that Huang Youwei would be here soon and that he would be in charge of this matter.
"President Lu, let's keep in touch. We need to learn more from you in terms of management, which is also a new direction for the local post and telecommunications group." President Chu said very modestly, "Don't look at the age difference between us, I still have a young mindset."
"We've only done so-so, but we're all growing together," Lu Feng said politely.
The conference room door was pushed open, and Huang Youwei walked in and said, "You should learn from the management of private enterprises, but you can't learn from their profit-first approach, after all, you bear the responsibility of public service."
Huang Youwei walked in, and everyone stood up. He glanced at them and casually gestured for them to sit down, saying, "Please sit down."
"The reason I called everyone here today is to address one issue: to help state-owned enterprises step out of their comfort zones. Jiafeng Group, as the largest private enterprise in China, has made very rapid progress in communications research and development. However, our development of wireless telephones has been relatively slow. Strengthening cooperation between the two sides in this area to promote the development of mobile phones in China would be an excellent collaboration. The Post and Telecommunications Group previously had a misunderstanding about the development of wireless telephones, but that has now been corrected. I hope the Post and Telecommunications Group will give this matter serious consideration," Huang Youwei said to General Manager Chu.
“I think this is a very good thing. I have also gone abroad to investigate before. I have always maintained a positive attitude towards cooperating with Jiafeng Group. It’s just that I have been suppressed by the Zhou family father and son internally for some time. Now it’s like the clouds have parted and the sun has finally come out.” President Chu seemed to have a sense of relief as if he had seen the light of day again.
He was more than happy to agree to the collaboration with Jiafeng Group.
"Since the Post and Telecommunications Group is fine, then it's time to discuss the cooperation method. I heard that President Zhou and President Lu talked about establishing a joint venture, which is a good idea. How much will each party invest? How many signal towers will be built throughout the province in the next few years? What about ownership? Who will supervise it? These are all issues we need to discuss today," Huang Youwei said to everyone.
President Chu looked around the scene and said, "Assisting private enterprises is also the responsibility of our state-owned enterprises. I think we should invest 70% and double the signal tower coverage in the next five years. As for the management of the joint venture, it is obvious that President Lu is more capable of managing enterprises than we are. Let Jiafeng Group manage it. We can also learn from this experience and make progress together."
