Aside from the Chosen Ones, it's impossible for any harmless person to come to Sin City.
No matter how kind, pure, or friendly the temporary apartment manager may appear, it doesn't affect his bizarre behavior of feeding guests, nor does it affect the crimes he committed outside the city.
When filling out the forms at the office, Yin Zhu kept those bloody and horrific reasons for the crimes in her mind.
