Ghosts, skeletons, and wizards—this rule deliberately groups these three identities together. What does that represent?

So these two rules seem to be explaining to the ghost story tellers the special nature of these guys' identities. So, is it the same for wizards?
Ghosts and law enforcement teams are both group units, while there is only one wizard. That doesn't make sense, does it? And is the candy given by the wizard actually dangerous?

The raccoon leader was unsteady on his feet, stumbled and half-knelt on the ground, his breathing becoming rapid.

The witch slowly approached, touched the hair of the raccoon leader, and revealed a look of intoxication in her eyes. She grinned and even tried to touch Jiang Ran's face with her filthy hands.

"You're disgusting, stay away from me!"
Jiang Ran immediately shot and killed the witch. As if they had heard the order, the witches outside the corridor pulled out bloodstained axes from under their skirts and broke down the door with savage smiles!

Indeed, a wizard who can't fight in melee is not a good mage.
Jiang Ran raised his hand and shot them in the head, but the wizards continued to advance even without heads. Gwen swung her scissors to stop them, but there were simply too many of them!
