"Each person will receive a demerit, which will be offset against their merits during wartime." Chen Xuanji gave a punishment that was neither too lenient nor too severe, leaving no face for either side.
"Governor Chen, everyone hasn't arrived yet, and you're already starting the meeting?" A boastful voice rang out from outside the shop.
