Since 73 didn't explain it, this article contains some personal interpretations:

1. All members of the police academy group are in the professional group. (I will explain the meaning of "professional group" in the comments section later; those who don't know can look it up.)

2. The Japanese police force is different from that in China. There's an age limit there; anyone from a certain age can take the exam, and if they pass, they can go to police academy. So, in this fanfiction, Kazami Yuuya is still a rookie at this point (after all, he's only one year older than Furuya, and he sometimes appears a bit clueless in the anime).
