Chapter Fifty-Three: The Investigation Begins

Ning Zhiheng first went to Wei Liangbi. Wang Maocai, who had been captured this time, needed to be detained somewhere because he was not a real criminal and could not be sent to the interrogation department!

When Wei Liangbi heard that Ning Zhiheng wanted a place to detain prisoners, he roughly understood what was going on. He smiled and said, "You know what, there is a really suitable place. We just seized a property last time. We were thinking of using it as a dormitory for a few team members. It's perfect for you. Lock people up there, and I guarantee it won't attract attention!"

After saying that, he took out a set of keys from the drawer and handed them to Ning Zhiheng, who guessed that these were also extorted from elsewhere.

Throughout the year, the Military Intelligence Bureau has arrested countless people, most of whom are wealthy. It's all done by the action teams, and it's not too difficult to squeeze some money out of them!

This is a detached house with its own yard. It was originally a villa used by the owner to keep his mistress, so it was quite secluded. After it was confiscated, it was far from the military intelligence department, making it inconvenient to house the team members, so it had been vacant. Now it's just right to use it as a safe house for Ning Zhiheng.

Ning Zhiheng didn't stand on ceremony, took the keys, and left the office. He happened to run into Wang Shucheng returning with six team members who had been on a surveillance mission.

"Captain, Huang Hui has been released, and all the men have been brought back!" Wang Shucheng reported.

Ning Zhiheng nodded and looked at the group. Wang Shucheng had actually contributed to solving the case, but he was unaware of Kong Liangce's affairs, so he didn't receive hush money.

Ning Zhiheng felt he should be compensated, and these team members had worked hard staking out Huang Xiansheng's house for so many days. Since Wang Maocai, this easy target, had conveniently come to them, they might as well hand him over to interrogate him – a kind of reward!

So he said to Wang Shucheng, "Shucheng, I'm going to give you a good job. Today you brought back a criminal. You and a few others take him to this room and interrogate him thoroughly. Find out all the illegal and disorderly things he has done over the years, and most importantly, find out where his ill-gotten gains went. I will reward you handsomely if you do it!"

After saying that, he handed him the property keys. Wang Shucheng didn't understand at first, but he wasn't really clueless. He was just a recent graduate from military academy and was getting used to the darker side of military intelligence.

But when he saw the smiling faces of the team members behind him, he understood. Without being coy, he took the keys, nodded in agreement, and happily went to carry out the order.

The matter is now temporarily settled, and miscellaneous tasks have been arranged. Ning Zhiheng begins preparing for the investigation. Although he has clues and a sketch, he does not intend to conduct a large-scale investigation of all household registrations in Jinling as he did last time.

The reason is that the efficiency is too low, the manpower and resources invested are too high, and the scope of the investigation is too large. The last investigation was a good example. A lot of time and energy were spent to find dozens of suspects, but in the end, Huang Xiansheng was found through a clue provided by a rickshaw driver.

Also, last time they didn't know Huang Xiansheng was a soldier, so they had no choice but to resort to a clumsy method of searching a large area.

The target's leads are very clear this time, and besides, if the target hasn't purchased property in Nanjing, there won't be any record of them in the local household registration. It's highly likely we'll be wasting our time and effort.

Therefore, he decided to search only within the military base, and it had to be done secretly so as not to alert the target.

However, the investigation of the 11th Division's colonel-level officers will have to wait until the results of the high-level reshuffle are in. Ning Zhiheng felt he could rest for a couple of days.

But unexpectedly, all sorts of things still came knocking at once, though they were all good things.

The next morning, Deputy Director Huang summoned him to his office, informed him of his promotion, offered words of encouragement, and personally changed his rank insignia.

Normally, the promotion of a junior officer is not a big deal and does not require Deputy Director Huang to arrange it personally. However, Deputy Director Huang Xiansheng greatly admires Ning Zhiheng and regards him as his own nephew, so he personally intervened.

This also surprised Secretary Yu, who had followed him for many years, and he began to look at Ning Zhiheng in a different light. It seemed that he was no simple character and someone worth befriending!

When Ning Zhiheng was promoted to lieutenant, Wei Liangbi immediately decided to throw a celebratory banquet for his junior colleague. He gathered more than ten junior officers from the three action teams in the group together for a grand feast, and also formally introduced Ning Zhiheng to everyone.

Ning Zhiheng had two brilliant operations as soon as he left the school, which made the officers of the other two action teams aware of his abilities. With the help of his superior Wei Liangbi, everyone went to the banquet in high spirits, all smiles and happy!

Lei Yichun, the captain of the first action team, and Lü Yang, the captain of the second action team, were both captains who had been promoted from the military.

These people knew very well that Ning Zhiheng, a graduate of the Whampoa Military Academy, had a bright future and would probably surpass them and become their superior in just a few years. They were all worldly and experienced people, so before the banquet, they patted their chests and addressed Ning Zhiheng as brothers in a very warm and friendly manner!

Following that, Cui Guohao, a former subordinate of Deputy Director Huang, was promoted to lieutenant colonel and officially joined the Equipment Section as group leader.

Lieutenant Colonel Cui Guohao also threw a lavish banquet, inviting all his close officers, most of whom were his own people from Deputy Director Huang's faction. Wei Liangbi and Ning Zhiheng were, of course, the most important guests.

It was only then that Ning Zhiheng realized that the Baoding faction was indeed very powerful within the Military Intelligence Bureau. They had personnel in almost every department except the Intelligence Section, and some even wielded considerable real power.

After the banquet, Cui Guohao gave Wei Liangbi and Ning Zhiheng each a briefcase containing ten large yellow croakers. It was indeed a generous thank-you gift. The Equipment Department was very lucrative, and Cui Guohao was rewarding them handsomely!
