The so-called Central Party Affairs Investigation Section was the later Central Bureau of Investigation and Statistics (Zhongtong). For a considerable period of time, this organization was the main opponent of the underground Communist Party.
The underground organization of the Red Party was even more tightly organized. Although it suffered great losses in its early days due to a lack of experience, its loyalty was far higher than that of the Kuomintang because of its beliefs, which made the Kuomintang's agents very troubled.
"So, Brother Huang, what method of transmission do you think Fu Cheng used to receive intelligence?" Ning Zhiheng asked.
"Our initial assessment is that it is unlikely to be the first or second scenario, because during the month we monitored him, he did not receive any correspondence at all."
He led a very regular life and never contacted outsiders. We investigated the colleagues and staff we encountered at work and found nothing suspicious. He went straight home after work and never lingered outside.
How did he obtain the intelligence? We believe it was his two assistants who retrieved the intelligence and passed it on to him.
We discovered the hidden identities of the two assistants; they were both rickshaw pullers. Their trail was so extensive that they were impossible to trace.
Therefore, we deduced that one of the three people received a hint from the mole. Then, the two assistants retrieved the intelligence and handed it over to Fu Cheng. This is because the radio could only be controlled by the carrier pigeon, who possessed both the codebook and the radio.
We didn't follow the whereabouts of those two rickshaw pullers at all, so we had no way of finding out their whereabouts. We could only place our hopes on Fu Cheng.
After all, he holds a high position, so we believe he's more likely to have received the signal. As for who among the three went to retrieve the intelligence, it's more likely to be the two assistants.” Huang Taoguang's analysis was very clear; he had pondered this matter many times over the past two days and had certainly gained some insights.
Upon hearing this, Ning Zhiheng became even more certain that the rose bush in Yanagida Yuki's mind was definitely the signal that he had received the mole's hint to receive intelligence, or the signal to make special contact.
Now, he needs to find a way to remind Huang Taoguang and guide his thinking toward this clue.
"As you just mentioned, during the time we were tracking Fu Cheng, his actions were very regular, and he didn't have any extra contact with the outside world."
Actually, he doesn't need to make contact in person; the mole just needs to mark a specific signal at a specific location.
So all Fu Cheng needs to do is see this marker. He will then receive a warning and arrange for two assistants to retrieve the intelligence, or to meet with others to obtain the intelligence.
"And this behavior itself is risk-free and very safe," Ning Zhiheng reminded him, seemingly unintentionally.
Huang Taoguang shook his head, looking somewhat embarrassed, and said helplessly, "We've considered that as well. Just as you said, if they're using this type of signal transmission, then we have no way of investigating."
Fu Cheng sees and comes into contact with so many things from morning till night. We simply cannot determine whether it was during his work hours or on his way home.
Because wherever his gaze sweeps, he could potentially detect this signal; the range is simply too vast.
It could be on a tree by the roadside, or on some brick wall by the roadside; he only needs to take a look to know.
The scope is too vast. Aside from Fu Cheng himself, who knows this special signal, no one else can read his mind and would have any way of knowing.
Huang Taoguang was also a professional intelligence officer and had long ago made his own judgments about these situations. However, the problem was that although he knew where the problem lay, the scope of the investigation was too broad, making it impossible to find out where to begin.
Ning Zhiheng was also frustrated, but he had no way to express his suffering or say anything, because it was simply inexplicable.
In subsequent conversations, although Ning Zhiheng repeatedly steered the conversation toward this line of thought, Huang Taoguang still felt it was like searching for a needle in a haystack, utterly hopeless. He couldn't possibly trace Fu Cheng's footsteps inch by inch; the manpower and resources required would be astronomical, and besides, he absolutely could not do that.
Seeing that his attempts to get help were futile, Ning Zhiheng finally gave up. He then sought further advice on intelligence and special agents, to which Huang Taoguang answered with great enthusiasm and detail. The two had a very pleasant conversation, and Ning Zhiheng gained a great deal from it.
Finally, Ning Zhiheng bid farewell to Huang Taoguang and hurriedly returned to his residence, which he had just rented a few days ago. It was very close to the Military Intelligence Bureau.
He hadn't rested all night, digging in the dirt all night. Although he was young and healthy, he still felt a bit tired and wanted to get some rest when he got home.
When he got some distance from his house, he saw a figure squatting by the door. Ning Zhiheng had excellent eyesight and recognized him from a distance as Liu Datong, the patrol squad leader.
Liu Datong was also looking around, seemingly waiting for someone. Suddenly, he saw Ning Zhiheng approaching and quickly stepped forward to greet him. With a forced smile, he said, "Commander Ning, you're finally back! I've been waiting for you here for a long time."
At that time, Ning Zhiheng left Liu Datong a contact address, in order for Liu Datong to hand over the interrogation confession of the human trafficker as soon as possible.
He left yesterday morning and hasn't returned. No one knows how long Liu Datong has been waiting for him.
Ning Zhiheng said somewhat apologetically, "I've been too busy with military affairs to be home these past two days. Did you get any statements from those two human traffickers?" He then opened the door and gestured for Liu Datong to come inside.
Liu Datong followed him into the house somewhat awkwardly, smiling obsequiously as he said, "Those two prisoners were easily beaten. Before we even had to use any torture, a few lashes and they confessed everything. After getting their confessions, I rushed here to see you."
