Ning Zhiheng asked Wang Shucheng to lead a team to retrieve the household registration files first, while he drove to the small restaurant where he had met Liu Datong yesterday at noon.

This was the place they had agreed to meet, and Liu Datong arrived in a hurry shortly afterward. Ning Zhiheng handed him the document bag.
