After the Transportation Section circulated the documents to various departments through the Logistics Department, the strongest opposition came from the General Affairs Section of the Office.
Previously, the General Affairs Section was essentially the de facto manager of this vehicle, although they didn't have the right to use it. However, when the Transportation Section forcefully took back the vehicle management authority, the General Affairs Section felt offended.
Zuo Chang'an, the head of the General Affairs Section, was the one whom Yang Shuji disliked and almost replaced by Xu Damao. Previously, there had been rumors in the factory that Xu Damao would directly replace him, which terrified him and made him resentful of Xu Damao.
Later, Xu Damao was transferred directly to the Transportation Department, a retirement-like institution, while he remained firmly in his position as head of the General Affairs Department, which made him feel a little better. However, this peace of mind didn't last long, as the General Affairs Department began to slap him in the face.
"What motor vehicles? Those were assigned to our Comprehensive Section by higher-level leaders to ensure the travel of key leaders. The Transportation Section can do whatever it wants with them."
The transportation department is truly arrogant and ignorant; they can issue a notice today and then retract it tomorrow.
Zuo Chang'an chattered on and on in his office, but thankfully didn't do anything too outrageous. Actually, for the General Affairs Department, the main problem was that they initially felt a bit embarrassed, but they didn't suffer any real loss of benefits because they hadn't had the chance to use it yet.
The loss of vehicle management rights is actually a good thing for the General Affairs Department. Previously, other departments had applied to use the vehicles for urgent matters, but none were successful, and the General Affairs Department ended up causing offense. Now, that trouble has been given to the Transportation Department.
After Zuo Chang'an came to his senses, he gave up, but Qiao Erbao was furious.
The vehicle in question was basically Qiao Erbao's personal support vehicle. Now, the transportation department had issued this notice without even informing him, clearly targeting him. Therefore, he immediately instructed his secretary to summon Li Wenming to his office.
"Old Li, what's going on with your logistics department? Why did you send out such a stupid document without even asking?"
"Do you know that the vehicles were previously managed primarily by the office, and it was always done very well; the management was very satisfied. Now, suddenly taking the vehicles back like this, how is the office supposed to handle this?"
As soon as Li Wenming arrived at Qiao Erbao's office, he was met with a barrage of insults.
"Director Qiao, what do you mean by telling the office to do this? Did someone from the office come to you? Their office really has no common sense at all."
Vehicle management has always been within our responsibilities. Previously, due to inadequate management, we received many complaints from departments saying that vehicles were not operating properly. But since we issued this notice, many departments have said that we are managing things well.
Li Wenming deftly shut down Qiao Erbao's argument. He knew perfectly well that the "office has a problem" was clearly a complaint from Director Qiao.
Qiao Erbao and Li Wenming exchanged a few more words, but seeing that the other party was unmoved, they had no choice but to change their approach.
"Old Li, do you want to know why you're still a section chief while I'm just a deputy factory director?" Qiao Erbao asked, looking at him with a mocking expression.
"I don't know, and I don't want to know. Director Qiao, is there anything else you need to do? Or should I head back?" Li Wenming completely ignored the other person's reply.
“Old Li, Old Li, this is why you haven’t been promoted. Your relative is coming to work at the main factory soon. Don’t you want to take over his job?” Qiao Erbao asked.
"No, boss. I have a lot of things waiting for me to handle, I need to go back quickly."
After speaking, Li Wenming left the office without waiting for the other party's agreement. He knew his own limitations; the position of factory director was not something someone as inept at networking as him could obtain. Besides, even if he were to actually try to get it, he didn't expect Qiao Erbao to vote for him.
After leaving Qiao Erbao's office, Li Wenming did not go back, but went directly to Yang Shuji's office.
"Old Li, it's not that I disagree with your plan, but we need to follow the normal procedures. Didn't I say last time that we should first revise the plan according to the Political Department's requirements, and then the Political Department should submit it to the meeting?"
Li Wenming approached Secretary Yang about adding staff to the transportation department's dispatch office. Li Wenming had now basically convinced all the factory leaders except Qiao Erbao, and they agreed to add staff to the transportation department.
Therefore, he approached Secretary Yang to prepare to have the leader sign directly.
“Secretary Yang, you know how short-staffed our dispatch office is. They're on edge every day, and could collapse at any moment. If they collapse, it will not only harm themselves and their families, but it will also affect our factory's production and operations.”
However, the political department deliberately made things difficult for us. This wouldn't work, that wouldn't work. When we asked them how to change it, they wouldn't give us any clear advice.
Li Wenming didn't give the Political Department any face and directly complained about them.
"Okay, you guys talk it over first, and I'll also look into it for you." Secretary Yang knew that there was a problem of unity in his department, but he didn't have many solutions.
Yang Zhenhua had a somewhat intellectual mindset and lacked decisiveness and control over his subordinates; otherwise, he wouldn't have been ultimately defeated by Li Xuewu.

Since issuing the notice regarding motor vehicles, the Transportation Department has indeed received several applications. Xu Damao instructed the dispatch office to accommodate these first-to-market departments as much as possible. He was simply trying to build a good reputation.
Surprisingly, many departments that had been observing saw that some people had actually managed to get vehicles, and realized that the transportation department was serious this time, so they also started applying. However, as the number of applicants increased, the queue grew longer, and the speed at which vehicles were available became slower.
The dispatch room then located Xu Damao again.
"Section Chief, there are too many applicants right now, but we don't have enough vehicles. Many people have come to me asking for favors. They were all friends before, but now I've offended a lot of people. Section Chief, can you think of a solution?"
Sun Lan is experiencing a bittersweet feeling lately. It's painful because so many people are applying to use her car, making her busier than ever; but she's happy because she has the authority to allocate cars, and many of her female friends are starting to try and get closer to her.
"My dear Sister Sun, there's only one car. What am I supposed to do? I can't possibly give you the clerk's and the factory manager's cars too..." Xu Damao said helplessly. In those days, bicycles were luxury items, and cars were something only large factories like this could afford.
"Da Mao, I heard you're having the auto repair team assemble cars again, why don't you ask them to speed things up?" Sun Lan was a little embarrassed.
"Sister Sun, this is such a small matter, why are you coming to me? You could have just gone to Huang Shu directly. Would he dare not tell you?" Xu Damao asked, a little puzzled.
“Hehe, I asked, and he said there weren’t enough parts, so…” Sun Lan stated the facts.
"So you're asking me to find the parts?" Xu Damao was speechless.
