The plan in Chapter 92 has problems.

The steel rolling mill leadership meeting had just ended when Xu Damao was summoned to the office of Li Wenming, the head of the logistics department.

When Xu Damao entered the office, he saw Li Wenming with a gloomy face, his fingers tapping rhythmically on the table.

"Da Mao, our proposal wasn't even submitted to the agenda of this leadership meeting by the Political Department, which means our proposal wasn't discussed today," Li Wenming said after a long silence.

Xu Damao's heart tightened; he'd been tricked by those people in the Political Department. Li Hui had clearly stated beforehand that the document had been submitted to the Political Department, and even that it was expedited, saying it could be discussed at this meeting.

Later, Gao Jin and Xu Damao reported to the relevant leaders, who did not explicitly object and said they would discuss it at the meeting. However, the Political Department did not include this in the meeting agenda, essentially fooling the entire Logistics Department. No wonder Li Wenming was unhappy.

"Director, did they say why?" Xu Damao asked cautiously.

"The Political Department says the timing isn't right yet, and the plan needs further refinement. But I think you'll find out sooner or later what will happen. I heard that a leader has spoken to the Political Department to put some pressure on your section's work."

Li Wenming's words revealed a lot. As for which leader it was, Xu Damao knew without even thinking, but he was a little confused. Previously, transferring Xu Damao directly from the first branch factory to the transportation department could be seen as a way to deal with Li Xuewu accidentally harming Xu Damao, so what was the reason now?

Is it because Xu Damao seems so easy to bully?

"You don't need to worry about this matter. I'll handle it later. Some people really don't take me, Li Wenming, seriously. They think that just because my name has 'Wenming' in it, I'm always a civilized person. There's no need for me to be polite to them."

By the way, try to hold on to the control room inside for a while; it'll probably take some time.

Li Wenming gave the order. To people like them, if you attack my men without any explanation, it's a slap in the face.

Before leaving, Xu Damao remembered the matter of the auto repair shop and suggested to Li Wenming that they issue a notice in the name of the General Factory's Logistics Department to all units in the entire steel rolling mill, requiring all scrapped vehicles to be handed over to the Transportation Section of the Logistics Department for unified disposal.

"These are minor matters. Once you've drafted the notice, I'll just sign it." Li Wenming didn't quite believe they could actually come up with anything, but that didn't stop him from offering his support.

Xu Damao came out of the director's office, also thinking about what he could do. Although Li Wenming said he didn't need to worry about it, he had been bullied to this extent, and if he didn't fight back, then anyone could bully him in the future.

However, such a counterattack cannot be the kind that involves ambushing someone or making baseless accusations; it must be reasonable and substantive, and at least it must stand on the moral high ground.

"Sister Sun, Lao Qian, tell me how our transportation department manages the drivers of the cars, and how the cars are assigned to tasks."

In the office of the head of the transportation department, Xu Damao called Sun Lan from the dispatch room and Qian Dabao from the fleet over to inquire about the cars and their drivers.

"Section Chief, although the vehicles are nominally under the management of the Transportation Section, in reality..."

After some investigation, Xu Damao finally understood the relationship between the transportation department, the cars, and the drivers.

The steel rolling mill currently has three cars and three drivers, all nominally belonging to the transportation department. However, in reality, the car drivers have always served the main leaders. The secretary and the factory director each have a car, and the third car is on standby, available for any factory leader or department in need.

However, this is where the problem lies. The driver and the vehicle both belong to the Transportation Department, but the Transportation Department cannot decide who gets to use the vehicle. In fact, among all the departments that actually have access to the vehicle, there are the General Office and the Political Department, but not the Logistics Department.

The actual vehicle management falls under the General Affairs Section of the Office, which is the department where Xu Damao may have previously worked.

Of course, the third vehicle was used most by Director Qiao, who was in charge of adjusting Xu Damao's position. The factory's three top leaders, the deputy secretary and deputy director, were not particular about this and did not compete for it because they were about to retire; the factory's chief engineer stayed in the workshop all day researching technology and rarely went out; but our Director Qiao had a high official position and even greater authority, and he was unwilling to walk even a few steps, insisting on being driven.

This meant that the third vehicle was essentially Director Qiao's support vehicle. Other departments could occasionally use it when Director Qiao was at the factory.

“The car is ours, the people are ours, and we are responsible for the maintenance. Why aren’t we in charge of scheduling it now?” Xu Damao asked Sun Lan.

"Well, this should be considered a legacy issue. I remember that at the beginning we did dispatch cars, but since there were only 3 cars and the personnel using them were basically fixed, the dispatching problem eventually disappeared."

Later on, when our logistics department needed to use vehicles, we couldn't get the drivers to come up with a solution; they said we needed the office's approval.

"Section Chief, you know these drivers are always following the top leaders around, they act like they own the place, and their words carry weight. They completely ignore us."

Sun Lan deeply resented these drivers, so her words were always tinged with emotion.

"Are these things documented, or are they just customary practices or conventions?" Xu Damao asked.

"There are no documents, and we don't know how things ended up like this."

"Do we need to review and verify the wages and other expenses of these drivers?" Xu Damao asked again.

"I think I know. All the drivers' personnel records are with our fleet. When it comes to promotions and assessments, we provide the documents, which are basically just symbolic stamps, and then the personnel department makes the adjustments." Old Qian, who came from a truck driver background, is naturally at odds with car drivers.

Listening to the two reports, Xu Damao pondered, his fingers unconsciously tapping slowly on the table. He didn't know when it started, but Xu Damao had also learned this skill from his leader.

“Sister Sun, Lao Qian, since the driver and the car both belong to our transportation department, we can’t just ignore it; that would be dereliction of duty.”

"So, each of you go back and think about it, see what good methods you can use to strengthen management, standardize operations, and better serve production. We'll sit down together again in a couple of days to finalize the regulations," Xu Damao said.

The two men exchanged a glance, confirming that Xu Damao was serious.

"Fine, whatever the leader wants to do, anyway, there are tall guys to hold up the sky if it falls."
