If the Angels of Death and their sub-groups had focused on managing their territory and expanding it properly, and had not been unlucky enough to encounter extremely powerful enemies like the Blood Angels, the area they controlled would likely have been even larger than it is now.

But unfortunately, they are not willing to do so.
