Chapter 146: People’s Hearts Are Driven by Benefits
Lin Ruoyan never returned to the film and television base after leaving the town. She told Mr. Luo and others that she had something to do, but in fact she just didn't want to get involved in those useless entanglements.
The directors who stayed at the film and television base finished their work and were taken back to the city by a business car. Qin Shuang, Feng Qiang and she returned in the same car. Lin Ruoyan told them to just focus on the film festival and not worry too much about the second phase.
Qin Shuang was puzzled and said, "This mayor seems easy to talk to. If the land use is difficult to change, then that big developer won't be able to acquire the land around Mr. Luo that's being planned for Phase II, and they might not even start the project here."
What this means is that Mr. Luo still has land in his film and television town.
Lin Ruoyan, however, was not as optimistic about the projects here as the people in the XX New City of Hebei Province. She analyzed, "Luo Sihai and his wife appear idealistic, but they lack professionalism and are short on funds. The mayor appears honest, but he's probably still swayed by profit. Even if they're relatives, they won't support a project that doesn't bring in more money for the town."
If that big developer can't build residential properties, other industrial companies will be interested in this area. Transportation is very convenient here, so food processing or other serious production companies may also choose this place."
Feng Qiang added, "Yes, that mayor is very scheming. I've heard from friends that officials in remote suburban districts and counties are different from those in the city, and that local work is difficult. The mayor also proposed which industries or developers to introduce, and they had to hold meetings to discuss and study them. He couldn't make the final decision alone."
Qin Shuang and Feng Qiang have different perspectives. She said, "This is also human nature. Nowadays, it's all about collective decision-making."
"I suspect there's something else going on between Mr. and Mrs. Luo and the mayor, but they haven't mentioned it to us. I just mentioned it today, making it seem like Mr. Luo has the upper hand, but in reality, it might have made things even more difficult for the mayor," Lin Ruoyan lamented. "And, most importantly, the mayor isn't particularly interested in me, a developer of luxury homes and industrial parks. This suggests they don't lack investors here. I think only people like my brother, who run factories and engage in industry, would be valued."
Sometimes, the right thing doesn't get pushed forward.
For example, in today's situation, the land use had clearly been approved, and the mayor, presumably aware of it, didn't tell Luo Sihai and his team, only saying that a major developer had come to acquire the land, eyeing the land originally slated for the second phase of their project. This at least suggests that the mayor no longer values the concept of a film and television town. By using the major developer as an excuse, he was subtly preparing Luo Sihai and his team for the situation.
Lin Ruoyan had witnessed far more complex and even murky situations in the real world, so she couldn't help but overthink things. She suspected that the mayor's suggestion to meet with everyone to discuss the matter with a major developer likely wouldn't yield any results. The developer might even suggest they could also develop industrial parks and build factories for rent. Luo Sihai's film and television town project might only be able to maintain its current scale.
The mayor knew Luo Sihai's strength, which was no match for the larger developers. If the larger developers could promise a higher price, allowing the town to reap both fame and fortune, the mayor, no matter how reluctant, would definitely sacrifice Luo Sihai and his wife. Thinking from the mayor's perspective, they had already secured one phase, which was already quite generous.
However, if a film and television shooting base does not reach a certain scale, it is still a small workshop and will never become a large and exciting project like the H-store Film and Television City.
The mayor has relatives and friends, and so do the other people in town. There are many real estate developers in Beijing, and some have already set their sights on this place, so Lin Ruoyan won't force a fight. She currently has other projects to choose from, so she tells her subordinates to hold back and wait for the disputes to surface before carefully considering whether to get involved.
For example, the XX New Town project in Hebei Province was something she had to beg for, so she would pay more attention to it. The attitude of the town here is unclear, so it's better to put it aside.
After throwing Qin Shuang and Feng Qiang back to the company, Lin Ruoyan naturally went home.
When she got home and collapsed on the leather sofa, she was thinking about the most important thing recently, which was to go to Hebei Province.
The progress over there was pretty good. Lin Ruoyan had originally requested 100 acres of land, and the higher-ups had verbally agreed. Wang Min said he would soon invite her to meet with the leaders in charge of the new city. If all went well, they and her would set up a company together to specialize in the new city project.
Everyone played to their strengths. Lin Ruoyan would initially use 100 mu of land to launch the "model complex," specifically courtyard villas with a 1.0 plot ratio. Wang Min would continue to develop a high-end hotel, at least in keeping with the style of the courtyard villas. Ling Laoliu would handle the bulk of the construction, while Lao Liu would handle the laying of the municipal pipelines. Lao Jiang was the company's consultant, maintaining relationships.
Compared to Wang Min's enthusiasm, Mayor Luo Sihai's meeting with a major developer was uncertain. So Lin Ruoyan focused on Hebei Province first. A few days later, she brought along design director Zhao Xingxing, Feng Qiang, and Xin Qin from the Construction Approval Department to meet with the city's direct management officials.
The team of Hebei Province xx New City are all people who get things done. When they meet, they don’t talk about anything else. What they say is that they hope Wang Min can start work as soon as possible.
Wang Min came prepared. After being inspired by Lin Ruoyan, the pattern of his speech was elevated to a higher level. He was optimistic about the future of the new city and could also speak clearly about how to develop the starting area.
Lin Ruoyan only needed to add a sentence or two when talking about the villa model group, and talk about who these products were sold to. The rest was just Wang Min's bragging.
It was clear that the higher-ups valued Wang Min's abilities. Lin Ruoyan, on the other hand, had simply partnered with a company focused on residential development, keeping a low profile. She had come to confirm the availability of sufficient land. While the higher-ups were receptive to Wang Min's proposals, they also worried that it would become a purely residential project, losing its identity as an industrial new town.
Lin Ruoyan said they would thoroughly research the logic behind introducing industries, asking major foreign companies to conduct comprehensive research on the local industrial layout and economic development and provide reliable reports. Based on the research conclusions, they would then decide which industries to introduce into the starting zone first.
The leaders then said they wanted to see the relevant research report.
The requirements were clear, and only Lin Ruoyan could produce a report. So, back at the hotel, Wang Min and his team formally signed a joint venture agreement with Lin Ruoyan to establish the project company. The 100 acres Lin Ruoyan requested would be given immediately, and she would need around 1,000 acres later. They could only sign a letter of intent first, and offer her a low price first, unless she refused.
To secure her ownership of the land, Lin Ruoyan used a profit-sharing scheme. She was optimistic about the returns from selling villas on the 100 acres of land, predicting she would see significant returns before building a high-end hotel. This way, she would generate the bulk of the project company's revenue for the first few years. With her control over the core industrial planning and high-end residential technology, these people wouldn't abandon her.
She was insightful, willing to contribute financially and labor, and modest. She didn't compete with Wang Min and his group for the "favor" of local leaders. Her mere participation in the new city project endeared her to many. At least for now, the joint venture was operating smoothly. Lin Ruoyan was optimistic that the project would cover the significant expenses in October, including design fees and land acquisition costs.
