What is the Convention?
It was a deception that tricked the gods into signing the supreme covenant at the beginning of time. In order to protect the gods' authority and balance their interests, they handed over their authority to the covenant, so that divine authority would never be lost.
Now, the gods have come to their senses and realized that this was nothing more than a trap set for them by [deception] at the beginning of time.
The Convention did indeed protect divine authority and had a balancing effect when all the gods were present.
However, when the gods fell or departed for various reasons, and the vacant thrones were collected by others, the drawbacks of the "Covenant" became apparent. Once someone obtained an absolute majority of voting rights, the other gods would have no room to resist!
Of course, this disadvantage is not a disadvantage at all for the party with the majority of votes, but rather a fatal attraction.

After that, I don't know how he persuaded [fate]...
Thus, the Convention was finalized, and divine authority was no longer relinquished.
