Chapter 214 Making Trouble

The registrar, looking at Magistrate Zhou with a headache, asked:

"What are you talking about? He can handle most of the work in the county government office quickly. I really can't think of anything else to submit to him for me to do."

"You can't just show him some random, unsubstantiated documents, nor can you create some non-existent administrative procedures for him to review, and you certainly can't expect him to take a broom and sweep the county government office, can you?"

Hearing this, Magistrate Zhou felt a bit overwhelmed. After all, while the county government's work was plentiful, it was also limited, and Zhu Yunwen could handle it all. There was really no way to increase his workload.

After all, the magistrate's workload had to be serious matters, and it was reasonable for these subordinates to hand over some serious tasks to Zhu Yunwen.

If it weren't important business, there would be no reason to entrust it to Zhu Yunwen.

Isn't that just asking for trouble?

After a moment of silence, Magistrate Zhou's eyes suddenly lit up, as if he had thought of something, and he said:

"I've got an idea. Although there are limited things to do in this county government office, there's one thing we can create!"

The registrar frowned, as if he had also remembered:

"You mean to create some random cases to keep the magistrate occupied and busy?"

County Magistrate Zhou nodded with a smile and said:

"That's right. Have someone create some bizarre cases, the more chaotic and complicated the better. Treat it as a play for this magistrate, so he'll be overwhelmed with cases every day. Wouldn't that keep him occupied?"

The registrar nodded and said:

"That is indeed a good idea. Okay, let's do it that way."

So, that afternoon, while Zhu Yunwen was having tea with Zhao Qingzhu, someone outside started beating a drum to appeal for justice.

Zhu Yunwen then held court to hear the case, but after some questioning, it turned out to be a case that was neither serious nor minor, but rather very protracted.

Simply put, the case itself isn't big, but mediating between the two parties requires a lot of talking and time.

If neither side is willing to compromise, then the stalemate can only continue like this.

This did indeed delay Zhu Yunwen's time.

As the afternoon approached the time for the teeth to be put out, the two men, who had previously been unwilling to back down due to their conflict and were arguing endlessly, seemed to have agreed to compromise. They both took a step back, and the case was resolved.

Zhu Yunwen rubbed his forehead, thinking that this kind of thing was the most difficult to handle. It wasn't a big deal, so there was no need to define it directly. He just needed to make adjustments. The two sides could never reach a consensus.

It's like haggling over a price. One side wants a high price and the other wants a low price. It's not that they won't buy or sell, but they just can't reach an agreement, so they need to negotiate properly.

After arguing all day, suddenly we reached an agreement.

This feeling was like feeding Zhu Yunwen excrement.

Although Zhu Yunwen felt helpless, he couldn't say anything.

To Zhu Yunwen's surprise, the next day, just after he finished dealing with his business, the sound of drums rang out again outside.

And so the court proceedings began again!

The situation is similar to yesterday; a conflict has arisen between the two sides. They're arguing endlessly over a single piece of land.

They were always able to produce their own plausible evidence, making it impossible for Zhu Yunwen to make a judgment in a short period of time.

But when it was time to wrap up work in the afternoon, they reached a consensus and the case was successfully concluded.

After three or four days of this, Zhu Yunwen realized that something was wrong.

Isn't this obviously someone deliberately trying to cause him trouble?

Zhu Yunwen realized he had fallen into someone else's trap, deliberately keeping him occupied and preventing him from dealing with the so-called bandit and brigand incidents.

So he came up with a plan and summoned the county magistrate that very evening.

The fat county magistrate saw that Zhu Yunwen looked tired and couldn't help but sneer inwardly, but on the surface he politely asked Zhu Yunwen what he wanted.

Zhu Yunwen looked at the fat county magistrate:

“Recently, there have been many cases in the courtroom. As the county magistrate and my assistant, you should also share some of the burden.”

Furthermore, you are already within the county, in charge of criminal investigations, arrests, and so on. Public security is also within your jurisdiction.

Therefore, this magistrate has decided that, starting tomorrow, all case hearings will be handled by you, County Magistrate Zhou. Do you have any objections?

Upon hearing Zhu Yunwen's words, Magistrate Zhou swallowed hard. Although he was furious inside, he couldn't show it on his face and could only nod and say:

“Since the magistrate has given instructions, I should naturally take action. Besides, this is my duty.”

Zhu Yunwen smiled and said, "It's good that Magistrate Zhou understands. Then Magistrate Zhou will have to work a little harder starting tomorrow."

After speaking, Zhu Yunwen waved his hand, signaling Magistrate Zhou to leave.

After getting up, Magistrate Zhou turned around and left Zhu Yunwen's room with a gloomy expression.

Zhu Yunwen sneered and muttered to himself:

"You little punk, trying to play tricks on me? You're trying to cause trouble for me, do you think I can't just shift the blame? In the ways of officialdom, this kind of blame-shifting is a basic skill. As a superior, it's laughable that you don't even have this ability. This is what they call 'the lower levels have countermeasures, and the higher levels have policies.'"

After Magistrate Zhou left, he went to complain to the Registrar. Their plan had been thwarted by Zhu Yunwen, and the trouble was even shifted to Magistrate Zhou.

This immediately gave Magistrate Zhou a huge headache.

Moreover, Magistrate Zhou had to continue the act. He couldn't just tell his men not to report the matter to the authorities and start a charade because Zhu Yunwen had entrusted him with it; that would be too direct.
