Chapter 158 The Great Immigration

Chapter 1650 Great Immigration

After Zhao Hao returned to Jiangnan, he led the acceptance team throughout the second half of the sixth year of Wanli, traveling around to check the completion of the second five-year plan of each company and listened to their opinions and suggestions on the third five-year plan.

As the group expanded, the inspection took longer and longer, and it was not until the end of the year that we completed a complete inspection from south to north.

Finally, at the 11th Group Conference held in Jiangnan Building, Mr. Zhao proudly announced that all tasks of the 25th Plan had been completed in excess!

Because we just held our 10th anniversary conference last year, I will not repeat the specific data. I will just give an example to give you a glimpse of the brilliant achievements created by the group:

The 'vaccination campaign', directly led by the Group's Board of Directors and jointly carried out by Jiangnan Medical Group, Jiangnan Education Group and the Group's Publicity Department, has achieved great success!

During the 25th Five-Year Plan period, all employees and students in the group achieved 100% vaccination against smallpox. In the entire Jiangnan integrated area, the vaccination rate for children under the age of twelve exceeded 70%! The vaccination rate for all people reached 30%!

This was a very great achievement, because the "vaccination campaign" not only faced objective difficulties such as insufficient number of cowpox and insufficient number of vaccinators, but also had to fight against deep-rooted superstitious ideas.

Through extensive and in-depth health education, the group tried to change the old ideas of the people in the south of the Yangtze River and make them understand that there was no need to pray to gods to exorcise ghosts, and that smallpox could be defeated by simple cowpox vaccination.

Naturally, the people did not believe it at first, especially those witches and wizards, who tried their best to spread the rumor that vaccination would offend "Niangniang Ma" and incited the people to resist vaccination, and even destroyed vaccination equipment and injured vaccinators.

In this regard, the group maintained great patience and insisted on convincing the people with the truth. All employees of the group were vaccinated first and set an example to dispel people's doubts.

He also instructed local officials to arrest all the witches and wizards who made a living from smallpox and throw them into an institution that specially isolated smallpox and leprosy patients to see if the smallpox god would protect them.

In the end, the people in the south of the Yangtze River were convinced by the facts - since the trial vaccination against cowpox began in the fifth year of Longqing's reign, none of the vaccine recipients had been infected with smallpox!

By now, the people in Jiangnan had come to believe that smallpox was not a calamity from the gods, but a preventable infectious disease. Not only did they actively cooperate with vaccination, they also took the health knowledge promoted by the health workers as their guiding principles and began to say goodbye to all the bad habits and superstitions of the past.

Mr. Zhao had always hoped to "eliminate superstition and promote science" in the Jiangnan region, but it was difficult to publicize it. This time, because of the "vaccination campaign", a gap was abruptly created in the deep-rooted superstitious atmosphere among the people.

It turns out that no matter how much you say, it is not as good as doing practical things for the people. The people of our Ming Dynasty are the smartest and most practical. They will believe in whatever is really useful...

~

Just after the Chinese New Year, Zhao Hao set sail to inspect the overseas territories of the group and held mobilization meetings for the "Century of Immigration".

The "Hundred Years of Immigration" is the top priority of the Three-Five Plan. The sixth year of Wanli is also the first year that Zhao Hao promised Zhang Xianggong to immigrate two million people every year. This first shot must be fired!

In fact, since the group established Xingang City ten years ago, it has been constantly attracting immigrants overseas. But everything is difficult at the beginning. Looking back at the seventeenth century in another time and space, whether it was the British colonizing North America or the Han Chinese immigrating to Taiwan, they all paid a heavy price.

According to statistics, between 1606 and 1622, the British Virginia Company sent a total of 6,000 settlers to the North American colonies, of whom more than 4,000 died, and most of them did not survive the first year in America. The mortality rate of the colonists was close to 70%, and only 30% of the colonists survived.

It is said that among the Han immigrants in the late Ming and early Qing dynasties, "six out of ten die and only one returns", and similarly only 30% can survive.

With the lessons learned from the past, Zhao Hao naturally had to be extremely cautious. He did not want the large-scale immigration he initiated to become a history of blood and tears. Not only would it sacrifice the most precious national population, but it would also become the original sin of him and the group.

So although Zhao Hao was in a hurry, he acted very cautiously. In recent years, he has always followed the four basic principles of "easy first, difficult later, trial first, action later, slow first, fast later, point first, point later" on immigration issues.

Specifically, it is to first carry out immigration pilot projects in two places with superior conditions, namely, Tamra Island and Sado Island, in order to accumulate experience in the organization and management of collective immigrant production and life.

Zhao Hao originally thought that the two islands had a warm climate, no savages, and were safe, and that there would be fewer infectious diseases that pose the greatest threat to immigrants.

However, it turns out that there are many infectious diseases even in the north. For example, in Xingang City, there were six outbreaks in the third year of the Longqing reign alone.

This is normal. The social and personal hygiene conditions in this era were very poor. Even the Ming Dynasty could only be said to be slightly better. People from all over the world were gathered in one place, which naturally brought various infectious diseases, causing concentrated and frequent outbreaks.

Fortunately, Jiangnan Group already had rich experience in fighting against infectious diseases such as schistosomiasis, and was fully prepared, equipped with a wealth of medical and epidemic prevention personnel. Resolute isolation measures were implemented for infectious patients, suspected cases and close contacts, and mosquitoes, rats, fleas and other sources of infection were repeatedly killed in the living and working environment. At the same time, immigrants were urged to maintain personal hygiene in the most stringent manner, which prevented the spread of infectious diseases.

Although there are always new carriers of infectious diseases arriving due to the continuous arrival of new immigrants, the local epidemic prevention department has already developed an effective entry quarantine system. Moreover, during the two-month quarantine period, the new immigrants can cultivate hygiene habits and recover their physical condition, as well as be educated and trained on rules and regulations.

Basically, we can achieve both immigration and epidemic prevention.

In the second year, there were only two outbreaks, and from the third year onwards, there were no more large-scale epidemics in Xingang City.

In addition to epidemic prevention, housing, food, farm tools, livestock, production training, military training and other livelihood, labor and safety issues must not be neglected. Finally, based on the lessons learned from the five-year pilot, the "Immigration Management Regulations" were summarized, which actually have nearly 100 items and thousands of detailed rules.

Starting from the sixth year of Longqing, the group began to immigrate to Taiwan. To be cautious, Zhao Hao stipulated a three-year trial period, despite the "Regulations" as a guide. As expected, different regions face very different problems. Whether it is epidemic prevention, housing or production training, almost all regulations need to be adjusted and supplemented according to local conditions.

Especially in terms of military training, it was raised to the level of top priority. Because the savages in Taiwan love to go out to fight, although each city is equipped with a security brigade and a maritime police station, they also selected joint defense team members from the mature savages to jointly maintain the safety of the immigration area.

But there is always a loophole. As Taiwan's immigration area continues to expand, immigrants are often killed by bandits. After taking the head, the savages quickly retreat to the mountains and forests. Often, they cannot find the murderer even if they want to take revenge.

Therefore, the group had to carry out military training for all the people, so that all the people could be soldiers, and let the immigrants have the ability to protect themselves. In the off-season, they also selected capable militiamen to cooperate with the security team members, and under the leadership of the cultivated aborigines, they went into the mountains to destroy the villages of the aborigines and drove them far away from the immigration area.

In the third year of Wanli, immigration to Luzon began.

Although the group has worked in Luzon for the shortest time, Luzon has the best foundation. There are more than 20,000 old immigrants who have been tempered by blood and fire. The group has also accumulated rich experience. In addition, there are no savages on the island, so the trial period was shortened to two years.

After successfully completing all immigration preparations, Luzon gradually expanded the scale of immigration starting from the fifth year of Wanli.

By the twelfth month of the sixth year of the Wanli reign, the group had emigrated 500,000 people to Jeju Island, 200,000 people to Sado Island, and 20,000 people to Ryukyu Island.

700,000 people immigrated to Taiwan Island, 500,000 people immigrated to Luzon Island, 10,000 people immigrated to Mayit Island, and 50,000 people immigrated to Natuna Island.

So in the past ten years, the group has emigrated less than 2 million people overseas.

According to the Third Five-Year Plan, starting from this year, 2 million people will be sent overseas each year. The pressure on overseas territories can be imagined.

At the end of last year, on a voluntary basis, the group allowed each overseas consulate to take on its own responsibility. As a result, Tamra Island received 100,000, Sado Island received 50,000, and Ryukyu received 50,000. The Taiwan Administration Committee received 500,000 in one go, and the Luzon Governor-General's Office received 600,000, including 100,000 for Mayit Island. In addition, Natuna Island also received a 100,000 task.

As a result, a total of 1.4 million tasks were received, but there was still a shortfall of 600,000 unclaimed.

Therefore, Zhao Hao will visit these overseas leaders one by one, to cheer them up, and most importantly, to give them more responsibilities.

The three northern areas do have limited capacity to receive immigrants. Because Tamra Island is a pastoral area, Sado Island is small, and Ryukyu has poor soil and little rainfall, it is impossible to increase the number of immigrants on a large scale.

But Zhao Hao told them directly that Prime Minister Zhang was in power now and the court strongly supported immigration, so there was such an opportunity to rapidly absorb immigrants.

Who knows what will happen in a few years when Prime Minister Zhang is no longer in power? What if the court closes its mouth or even opposes immigration?

Therefore, we must seize this rare historical opportunity and absorb as many valuable people as possible. Even if they cannot eat or digest them temporarily, it doesn't matter. We just need to find something for them to do and feed them. Anyway, the group has plenty of food, and soon there will be more land to accommodate these immigrants.

In the end, thanks to Mr. Zhao's care, Tamra Island received 50,000 more people, Sado Island received 20,000 more people, and Ryukyu received 80,000 more people.

Although Ryukyu is not suitable for growing rice, its climate is very suitable for growing sugarcane. The Group has successfully tested sugarcane planting on a large scale in Ryukyu and put into operation a sugar factory, which has the conditions to promote sugarcane plantations on a large scale. Sugarcane planting happens to be a labor-intensive industry, so as long as the domestic food supply can be guaranteed, Ryukyu is capable of absorbing a large population.

This matter was strongly supported by the Zheng family. Zheng Yu and his son wanted to please Mr. Zhao and increase the number of Han people in Ryukyu. Only when the number of Han people exceeds that of Ryukyu people, Ryukyu will completely become their world... and of course the group's world.

As for the remaining 450,000 people, Taiwan and Luzon received 200,000 each, and Natuna Island also gritted its teeth and received 50,000. These three places also urgently need to increase the Han population. Since the young master said that domestic immigration may be interrupted in a few years, they must occupy them first and slowly settle them in the future.

ps. My eyes are much better today. It turns out that computer screens and air conditioners really hurt my eyes. I will update once today, and I will resume updating twice tomorrow~~~
