Balaman finally spoke and told Isabella the truth.
"However, I have only provided some financial support. I haven't agreed to anything else yet; it's still under consideration."
Balaman was well aware that, in a sense, the man was not entirely trustworthy.
However, this did not prevent him from boarding the pirate ship, but from offering tributes to the pirates.
To put it simply, it's called "riding on someone else's good luck".
