The helicopter flew for a long time before finally arriving in a large city. A black official car was already waiting near the helipad. It picked up Wang Yao and drove into the city. The helicopter made several turns in the streets and then entered a small alley with few pedestrians. Finally, it stopped in front of an old building.
Aside from maintaining his "good guy" image, Wang Yao mostly observed the commotion through the car window. He noticed that although Nandu City had a large population and most streets were bustling with people, it was clear that the city's commercial atmosphere was not strong.
Everywhere on the street, there seemed to be government offices, with the most common signs being "Nan Du City Material Reserve Application Office X", "Nan Du City Physical Training Institute X", "Nan Du City Military Training Institute X", "Nan Du City Reserve Company Training Center X", and so on.

He originally thought that Jiashan Pass was a border and therefore required military control, but when he arrived in Nandu City, it was still the same. The foxes and humanoid powerful beings he saw were also like this. The females were mostly dressed in plain robes or green uniforms like military uniforms, while the males were basically all wearing uniforms.
Wang Yao finally began to suspect that the Liang tribe was probably implementing a military-controlled rationing system where everyone was a soldier.
The old building they arrived at had no sign, and it wasn't tall, only five stories. Although there was no elevator, it clearly didn't look like a residential building, but rather more like the office of some mysterious organization.
The burly man in the black trench coat invited Wang Yao into the building and led him up the stairs to a large room at the very back of the third floor. As Wang Yao walked along, he noticed that the building seemed empty; no one else was walking around except for them, and the rooms on both sides with their doors closed seemed to be unoccupied.
The room he was led into had two rows of long tables neatly arranged on the north side. The burly man in the black trench coat invited Wang Yao to sit down on a lone chair on the south side, directly opposite the long tables, and then pushed open the door and left.
