Chapter Eighty Immortal Realm

They cultivate on their own, but also rely on the protection of the Heavenly Court, making them an important foundational force of the Heavenly Court. In critical moments, they will become part of the Heavenly Court's system.

There is another group of wandering immortals, known as wandering immortals. They do not like to live in one place, but they do not venture too far into the wilderness. They always wander between the wilderness and the immortal city, paying little or no taxes. The Heavenly Court usually calls these wandering immortals "troublesome immortals".

These wandering immortals are the biggest headache for the Heavenly Court. They roam around aimlessly, love to cause trouble, and are particularly difficult to control. When you want to find them, they are nowhere to be found, but when you don't want to look for them, they can suddenly pop up again. Not only do they not contribute much to the Heavenly Court, but they also love to cause trouble.

All sorts of tricks these guys love to play include filing complaints, petitioning, illegal gatherings, establishing underground illegal organizations, spreading rumors, and even committing crimes that disrupt the security and stability of the Immortal Realm or even the Six Realms.

The last group of wandering immortals are those who have fled to the wilderness. They are also known as living immortals. After all, these guys ran away and didn't pay a single penny of tax. They didn't care who was the boss in the Heavenly Court. They essentially carved out their own territory in the wilderness and became mountain kings themselves.

The Heavenly Court cannot rely on these unborn immortals. If a familiar immortal or an immortal within the system accidentally enters the territory of unborn immortals, it is easy to fight to the death. In fact, unborn immortals are more dangerous than treacherous immortals.

Because as immortals, as long as they can survive in the wilderness, none of them are easy to deal with. Every time the Heavenly Court and the immortals have a dispute, it is a real headache.

However, the Heavenly Court's power is currently limited, and the pace of developing the Wilderness has been very slow. It is already good enough that it can maintain the Inner Wilderness Domain. As for the Outer Wilderness Domain, if you, Immortal, are willing to go there and help the Heavenly Court develop it first, the Heavenly Court will be happy to see it.

However, the inner wilderness is related to the defensive depth of the immortal city, and it is absolutely forbidden for immortals to meddle in it. The disputes between the Heavenly Court and immortals often occur in the inner wilderness. Those who want to become immortals but are unwilling to take risks will not be tolerated by the Heavenly Court.

Next, let's talk about the Heavenly Court. The highest administrative body of the Heavenly Court is called the Hall of the Seven Saints. The Heavenly Emperor himself is a member of the Hall of the Seven Saints. Major matters in the Six Realms are basically discussed and decided by the Hall of the Seven Saints.

The Seven Saints Hall is further divided into a series of institutions. For example, the Heavenly Emperor directly oversees the Heavenly Court's offices in the Five Realms and the Six Realms Security Committee, also known as the Six Security Committees. The other six saints also have their own jurisdictions. For instance, Venus is in charge of the Heavenly Court's Foreign Gods Committee.

Caixia's Heavenly Prosperity and Development Bureau is under the jurisdiction of Zhenxingjun, one of the Six Saints. These are all directly subordinate to the Six Saints Hall, which manages the affairs of the Six Realms. However, there are differences in rank among the various subordinate agencies, making it quite difficult to understand.

Generally speaking, the highest level is the committee, followed by institutions with special names such as department or bureau, and the lowest level is like the office where Wang Yao works.

Among these institutions, some of the Seven Sages would also join corresponding institutions. For example, the Six Realms Security Committee, which is directly under the Heavenly Emperor, is composed of the other six Sages. Similarly, the Six Realms Inspection Committee, which is directly under the Supreme Lord Laozi, is composed of the other six Sages.

Under these agencies, some also have directly subordinate agencies. For example, the renowned Inspector General Wang Yao is directly under the Six Realms Security Committee. His full name is the Inspector General Investigation Bureau, which is responsible for investigating and punishing illegal activities of the immortals of the Six Realms.

The Celestial Realm Administration Bureau, which is under the jurisdiction of Laozi, deserves special mention. This bureau oversees all affairs in the Celestial Realm except for defense. For example, the Southern Heavenly Gate Customs Administration Bureau is a subordinate agency of the Celestial Realm Customs General Administration, which is under the Celestial Realm Administration Bureau.

The most basic unit in the Immortal Realm is the Immortal City, and the highest official of the Immortal City is the City Lord, who is under the jurisdiction of the Seven Saints Hall Immortal Realm Administration Bureau.

Below the city lord, there are various subordinate agencies, some of which are called bureaus, such as the Tiannan Immortal City Health Bureau. Its level is far higher than that of the Prosperity Bureau where Caixia works, or even the Nantianmen Customs Bureau. They are completely incomparable.

Of course, during Liu Fu's explanation, this knowledge was interspersed among many rules and regulations, which made Wang Yao understand it in general terms.

After all, from the Seven Saints Hall down to the major immortal cities, they all like to issue various management regulations. After listening to Liu Fu's introduction and filling in the blanks in his mind, Wang Yao basically understood what the immortal realm and the heavenly court were all about. As for those rules and regulations, Wang Yao really didn't take them to heart.

After all, there are just too many rules and regulations from the Heavenly Court to the Immortal Realm and then to the Immortal City. Even with Wang Yao's mid-stage Qi Refining brain, he couldn't possibly remember them all.

He only remembered one thing: when he arrived in an unfamiliar place in the immortal realm, he had to ask the local immortals for clarification before doing anything, otherwise he would be like someone using immortal magic in the study hall, getting into trouble without even realizing it.

"Finally, the presentation is over. Wang Xian, is there anything you don't understand? If not, please sign here." Liu Fu talked on and on until his throat was dry. Finally, he finished his presentation, breathed a sigh of relief, and took out a piece of paper to hand to Wang Yao.

"Um... there's something I really don't understand?" Wang Yao blinked a few times and nodded when Liu Fu asked him.

"What is it?" Liu Fu quickly straightened his posture and looked at Wang Yao.

"Um... your Nantianmen Customs Administration is a subordinate unit of the General Administration of Customs, which in turn is a subordinate unit of the Seven Saints Hall Immortal Realm Administration. My Heavenly Court's office in the human realm is directly a subordinate unit of the Seven Saints Hall, so it should be at the same level as the Immortal Realm Administration, right?"

Wang Yao asked, frowning.

"Uh..." Liu Fu never expected Wang Yao to ask such a question. His purpose in giving the lecture was not to explain the organizational structure of the Heavenly Court to Wang Yao. Wang Yao's question made him a little stunned. However, Liu Fu was an old hand in government, and this question was not difficult for him.
