There are basically no problems with those without superpowers. Any issues that arise are after they've entered the base and are well-fed and clothed.
It's already late autumn, and the winters in the north are especially cold. For these people without superpowers, if they can't get into the base, then death is basically the only outcome.
With the issue of those without superpowers resolved, Qin Zhao and Han Junche have already provided a list of those with superpowers.
