Li Ting went to see Wei Xuanji first.
Wei Xuanji was pacing anxiously at the Imperial Observatory, unable to come up with a solution.
Fortunately, Li Ting's arrival solved his immediate problem.
"Old Li, something big has happened in the Northwest," Wei Xuanji blurted out.
"I already know. I came here to ask you, how long will the snowstorm last?"
"According to the celestial phenomena, this will continue for a month."
"You stabilize the emperor, and I'll take care of the rest."
"Old Li, the emperor has changed his ways. He used to like to consult the oracle for everything, big or small, but he hasn't come to the Imperial Observatory for a long time now."
Li Ting then realized that this "Emperor Hui" was not the same Emperor Hui.
"Then you'll have plenty of free time to refine pills, won't you?"
"But I just feel like something's not right." Wei Xuanji didn't know what was wrong either.
"Since you have nothing to do at the Imperial Observatory, go and help out. Fan Zu'an is short-handed, and you should have quite a few loyal followers, which we need."
"Why did you set your sights on my private mine?"
"You'll see when you go to Fan Zu'an's place. Anyway, I won't take your money for nothing; I'll give you some silver."
"Is Doctor Fan developing a new elixir?"
"Why don't you go see for yourself and find out?"
After leaving the Imperial Observatory, Li Ting went to the Prime Minister's residence.
There were a few tails on the road, but Li Ting didn't care.
Since we're going to break off relations sooner or later anyway, we're not afraid of those evil spirits anymore.
When Prime Minister Wannian learned of the snow disaster in the Northwest, and that soldiers, civilians, and residents of the Tiele tribe were also suffering from the disaster, he was so anxious that he didn't know what to do.
"Your Excellency, I am going to the Northwest myself, and I need your presence in the court."
"Don't reveal this matter yet; I already have a foolproof plan."
"In addition, please find a way to transfer silver and grain from the Ministry of Revenue."
"According to the Imperial Observatory, this snow disaster will last for a month."
Li Ting methodically offered his suggestions, and Prime Minister Wan, at this point, had no choice but to nod repeatedly, realizing that Li Ting's ideas were all feasible.
"Grand Tutor Li, Zhao Yunchen's military supplies should be sufficient to cope with this snow disaster!"
"Prime Minister, at this time, people are all selfish."
"My information is that Zhao Yunchen did not distribute winter supplies to soldiers in remote areas."
"There were so many supplies, enough to distribute to his own elite troops, and there were even more to go, but he didn't distribute them."
"How dare he!" Wan Nian threw down the teacup in his hand.
"So I have to go there myself. I'll leave the capital to you!" Li Ting said goodbye.
"General Li, please be extra careful on this journey. Also, please do your utmost to save those soldiers and civilians on the border."
"I, Li, will certainly live up to your expectations."
After Li Ting left, the Prime Minister hurriedly went to the palace.
Today's memorials still report on national peace and prosperity, with no reports of any disasters reaching the palace.
Did the scouts of Nanchen Kingdom really delay the disaster response? Such a thing has never happened before.
In the event of a disaster, scouts would work themselves to death to report the situation back to the capital as soon as possible.
It seems someone is changing the traditions of the Southern Chen Kingdom!
This needs to be investigated.
Wan Nian requested an audience with the emperor.
The emperor declined to comment, saying he was unwell, and told Wan Nian to leave a memorial if anything came up, which he would then send to the prime minister's residence.
Li Ting, carrying the heating pads that Fan Zuan had worked overtime to make, traveled through secret passages and through the night, arriving in the Northwest region in two and a half days.
The fur coats from Huoshan were also transported to Lizhou.
Li Xingran drew a design and had Xu Ningyou pass it on to Huo Shan, so that the fur coat could be made into a warm garment in the simplest possible style.
The scraps from the fur coats were then sewn into blankets in Lizhou and transported to the northwest via secret passages.
Fan Zuan's small workshop is still busy making heating pads.
The hand warmers that Li Ting brought were first handed to Dong Minghui and distributed.
Then Li Ting led everyone to reinforce the house.
Huo Shan, carrying a fur coat, arrived at Dong Minghui's place three days later.
This solved our immediate problem.
Leng Han took the token given to him by Li Ting and opened the warehouse in the Northwest. Li Ting then instructed Dong Minghui to send people to collect the supplies.
Then Li Ting, carrying heating pads, coal, and fur coats, headed to Nabu Village, the largest settlement of the Tiele people.
When Hulijia, the village chief of Nabu Village, saw Li Ting whom he hadn't seen in a long time, he was so excited that he shed tears.
"General Li, you're finally back."
The news of Li Ting's arrival spread like wildfire throughout Nabu Village.
Men, women, and children all came out of their homes to the village chief's house.
Li Ting instructed Hulijia to gather the tribespeople together and distribute supplies.
In addition, it's best for several families to live together during this month, as this will provide warmth and save on coal consumption.
The livestock were all driven inside the house, and the house was surrounded by airtight felt.
Heat packs can be tied around the body to keep out the cold.
Fortunately, Li Ting arrived in time; otherwise, even more people would have died in this snow disaster.
After the supplies were delivered, all the warehouses in the Northwest were put into use, and soldiers and civilians in remote areas received food, cotton quilts, fur coats, coal and heating pads to keep warm in the cold.
Seeing that everything was done, Li Ting said goodbye to Dong Minghui and quietly left the Northwest.
When Li Ting left, the snow was above his knees.
Looking around, the mountains and fields were covered in white.
Remembering Ruan Ruan's gentle words of advice, Li Ting put on the glasses that Li Xingran had specially made for him.
By the time the memorial about the snow disaster in the Northwest was delivered to the Golden Palace and Zhao Yunwan learned of the situation, the snow disaster was already nearing its end.
Zhao Yunchen discovered that the soldiers in those remote areas had somehow obtained supplies, so he sent scouts to investigate.
