During the reign of Emperor Zhao of Han, Huo Guang vigorously advocated for reversing the situation of exhaustion and economic decline caused by the prolonged foreign wars during the reign of Emperor Wu of Han. He repeatedly issued decrees to reduce taxes and corvée labor, encouraging the people to reclaim wasteland and develop agricultural production. For example, in the second year of Yuanfeng (79 BC), Huo Guang issued an imperial decree to "abolish the Zhongmu Garden from taxation to the poor," allocating land from the royal gardens to the poor for cultivation.

In the sixth year of the Yuanshi era (81 BC), Huo Guang convened a salt and iron conference to discuss policies such as salt and iron monopoly and equal distribution and price stabilization. He eventually abolished some unreasonable economic control policies and promoted the recovery and development of the private economy.

Huo Guang continued the policy toward the Xiongnu established during the reign of Emperor Wu of Han. During the reign of Emperor Zhao of Han, he dispatched troops to attack the Xiongnu numerous times. In the third year of the Yuanfeng reign (78 BC), he dispatched Fan Mingyou to attack the Wuhuan. The Xiongnu seized the opportunity to attack the Han border. Huo Guang again dispatched troops to meet the Xiongnu, and the Xiongnu retreated, thus stabilizing the Han border. In the second year of the Benshi reign (72 BC), Huo Guang dispatched five armies totaling over 100,000 cavalrymen, allied with the Wusun Kingdom, to launch a large-scale offensive against the Xiongnu. The Xiongnu were severely defeated, their power declining, and they were unable to mount a large-scale confrontation with the Han Dynasty. This ensured the security of the Han Dynasty's northern border.

While assisting Emperor Zhao and Emperor Xuan, Huo Guang gradually weakened the power of other regents and princes. Through political means, he suppressed rebellious forces such as Sang Hongyang and Shangguan Jie, consolidating central government. Regarding local princes, Huo Guang implemented measures to strengthen supervision and prevent rebellion, thus maintaining the stability of the Han Dynasty's centralized power and enabling the continuation of the Han dynasty and the emergence of the "Zhao-Xuan Restoration."
