“Our commune is located at the foot of the mountain. If there is too much rain, we may encounter floods. Even if it is short-lived, it will cause great losses to the commune. We must take precautions.”
The commune leader and the village chief trembled slightly and exchanged a glance.
People in peacetime are most afraid of natural disasters and man-made calamities. They have experienced war, drought, plague, and famine, and barely survived, but their fear has not diminished at all.
Droughts are often followed by floods. More than ten years ago, Hongxing Commune also experienced a small flood that only reached waist-high, but it was enough to scare people half to death.
The elders say that such disasters happen once every few decades, which means that God is unhappy. But no one is willing to make any changes for this one occasional flood that is not enough to cause too much damage.
Furthermore, digging irrigation ditches would be beneficial, but who would do it?
Before Xinxiahua was established, everyone was scattered and no one was willing to take the lead. They were afraid that if they did too much work, others would take advantage of them. Indeed, there were quite a few people who wanted to reap the benefits without sowing.
After the establishment of Xinxiahua, villagers had to use work points to earn wages, but these work points had to be exchanged for grain and money at the end of the year, and were not given away casually.
The canal project has been delayed again and again, but a suggestion like Ke Meiyu's seems feasible?
The more the president looked at it, the more convinced he became that this method could solve the great problem!
"This canal isn't short, and it's a good idea for each household to contract a section to raise fish, shrimp, and crabs. But the only problem now is whether the fish, shrimp, and crabs can be successfully raised, and how much profit can they generate?"
Ke Meiyu continued popping sunflower seeds into her mouth. "President, you think it's feasible too, right?"
"Aquaculture is inherently risky, but we haven't invested much. We can try to gain experience at the beginning and then expand our operations later."
"The small fish, shrimp, and crabs in the river are all growing well. This isn't a pond; it's running water, so raising them is very easy."
"We'll consult with experts and experienced fish farmers when the time comes, and we'll be able to overcome this problem!"
"Besides, it's cold now, and there's no work in the fields. If the commune leader shouts out, who will come to dig the irrigation ditch? Ten steamed buns made from three kinds of flour every day, do you think anyone wouldn't come!"
The village head was taken aback. He had only thought of doing what Luofeng Village did, having the villagers adopt the canals to raise fish and shrimp, in order to motivate everyone to actively participate in digging the canals.
Now it seems he was thinking too far ahead. The villagers are timid, especially when it comes to things they are unfamiliar with and risky. They prefer to wait and see. It would be better to use the three-ingredient steamed buns as bait.
"Alright, alright," he nodded with a smile, "we'll do it your way!"
Ke Meiyu immediately said, "President, what do you think of my dad? Although he didn't have the best of luck back then and didn't finish junior high school, he's very quick-witted."
“Let him run errands for you. This month or so, our whole family will fully support my dad’s work.”
