Yun Duoduo was feeling hungry when the ministers started arguing loudly and spitting as they talked.
Yun Duoduo picked up a memorial and held it in front of her to prevent the flying spittle from landing in her bowl.
She slurped up the meat porridge.
"Lord Kang, then tell me, what should we do?"
"Your Majesty, this troublemaker turned from a law-abiding citizen into a troublemaker because he was driven to desperation."
Kang Fuguo was the Minister of Revenue and the oldest of the three. He had a kind and gentle appearance. When Yun Duoduo looked at him, she felt as if she were seeing her own grandfather.

"I believe that the imperial court should allocate funds to distribute cotton-padded clothing to help refugees get through the winter."
