Fundamentally analyze the relationship between the monarch and the people, as well as the idea of serving the people sincerely and showing kindness to the people.
This is also consistent with Mencius's idea of the whole book.

This is to restrain the scholars and make them become gentlemen of benevolence, righteousness, propriety and wisdom.

If scholars can really reach this ideal state, then the above question, worrying about the people, will surely come to fruition.
