The transfer and rescue was carried out according to the floors, and the residence permit came in handy again.

First the 2nd and 3rd floors, then the 4th and 5th floors, then the 6th and 7th floors, and as for the 8th floor——

There were only two flights of stairs left to be flooded. As long as the rain stopped, the water would not come up and they would not need to move. So the residents on the 8th floor did not have to be relocated. But there were actually quite a few people on the remaining floors. They went back and forth from dawn to dusk until all the people were relocated.
