Baili Tang has two classic examples in his mind on how to deal with disasters.
One is from history books, and the other is from watching TV.
Let's start with something I saw on TV: In the TV series "Iron Teeth and Bronze Teeth Ji Xiaolan," Emperor Qianlong ordered Heshen to provide disaster relief and purchase 100,000 kilograms of rice. Heshen, however, replaced the rice with 100,000 kilograms of wheat bran. This infuriated Ji Xiaolan, who was speechless for a long time.
Heshen explained to Ji Xiaolan: "In today's world, corrupt officials are rampant. Master Ji, can you guarantee that all 100,000 kilograms of rice will reach the victims?" If it were simply 100,000 kilograms of rice, less than 10,000 kilograms would reach the victims. But if it were wheat bran, perhaps 100,000 kilograms would reach the victims, ultimately helping ten times as many people.
What I need to do is to ensure the survival of the disaster victims. Therefore, given the same amount of disaster relief funds, using cheap wheat bran instead of rice becomes an inevitable choice.
Of course, this case is not suitable for this purpose.
There is another disaster relief case recorded in history books, which is Fan Zhongyan, who wrote "Worry about the world before you worry about yourself, and be happy about the world after you are happy about yourself."
This person's disaster relief work is even more interesting.
Shen Kuo of the Northern Song Dynasty recorded in his Dream Pool Essays: ...Since the people of Wuzhong liked to race boats and perform Buddhist rituals, Fan Zhongyan encouraged the people to hold more competitions. He would go out with his entourage every day and feast on the West Lake.
From spring to summer, city residents traveled in pairs, enjoying the mountains and rivers. Fan Zhongyan also summoned the abbots of various temples and told them, "During famine years, laborers are paid the lowest wages. Temples can take advantage of this opportunity to vigorously build civil engineering projects."
Later, Fan Zhongyan was impeached: "Hangzhou Magistrate Fan Zhongyan has no sympathy for the famine-stricken government, indulges in pleasure without restraint, and engages in large-scale construction projects for temples, government offices, and private individuals, wasting the people's financial resources. Please, Your Majesty, depose him!"
Fan Zhongyan submitted a memorial to the emperor: "This action...is to mobilize surplus funds to provide relief to the poor. Those engaged in trade, catering, artisans, and laborers, who rely on government and private sources for their livelihoods, number perhaps tens of thousands daily. There is no better measure for famine relief than this."
This is the famous "work-for-relief" disaster relief method in Yu Tang's previous life. Baili Tang plans to borrow this method, but he will upgrade it!
"Your Majesty! Something terrible has happened! Tens of thousands of disaster victims are heading towards the palace. I'm afraid it won't be long before they surround the palace!" A soldier came in to report.
