Chapter 1335: Not Protecting the People

After hearing what Xiao Peng said, Ka Xin sighed and said, "Boss, you really hate drug addicts from the bottom of your heart."

Xiao Peng nodded. "Well, this is my bottom line. I don't care if people on the boat play cards and drink, but if someone touches something they shouldn't touch? No reason, just get out! There's no room for redemption! Chen Cheng, go back and inform Ma Xiao, and let everyone know what I'm saying. This is the bottom line that no one on the boat can touch! Kaxin, you guys who are not from Daxia may not know that the most dangerous profession in our country is drug enforcement police. The average life expectancy is only in their forties. When they appear on TV, their faces are always blurred or covered! Do you know? As a country with a population of 1.4 billion, the majority of prisoners sentenced to death each year are for drug-related crimes! Now you understand why I don't accept this?"

Kasim was shocked and said, "The police in your country are really responsible. Why do they do this?"

Xiao Peng replied, "Why not? Of course, it's to protect the safety of the people!"

Kasim sincerely admired: "You are lucky to have a responsible police system. If you had a police system like the American one, you really wouldn't be able to cry!"

After hearing Kasim's words, everyone in the room laughed together, and the depressing atmosphere just now became a little better.

American police are absolutely unique in the world. News about violent American law enforcement is no longer news. Every year, more than four-digit American people die at the hands of American police.

This is understandable. After all, there is an abundance of guns in the US. Who knows if the suspect will just pull out a gun from his pocket and kill the police directly.

But there are so many countries in the world that allow their citizens to carry guns. Take Europe for example: Britain, France, Germany, the Netherlands, Italy, Portugal, Belgium, Spain, Switzerland, etc. Take Britain for example. They allow ordinary people to carry guns but do not allow police to carry guns casually. However, there are not as many shootings as in the United States.

In fact, the Americans used to have a pretty good control over guns. For example, when the Black Panther movement was prevalent in the 1960s and 1970s and black people used submachine guns to protect their communities, there were not so many shootings.

What's the key reason for this phenomenon? Of course, it's because of the amazing American laws.

Everyone knows that the police's duty is to protect the public and fight criminals, but under American law, the police only have the power to hold criminals accountable for breaking the law, and have no obligation to protect the personal safety of citizens.

What does this mean? For example, let's say someone holds a hostage and the police are nearby. The police have no obligation to protect the hostage. If they can rescue the hostage, they do so. If they can't, they bear no responsibility. For example, if Xiao Peng killed Ka Xin, the police would arrest Xiao Peng simply because he broke the law.

The reason for this incredible phenomenon is that it is related to two magical case verdicts.

The first was the 'Warren case' which occurred in Washington, D.C. in March 1975.

The case was actually quite simple: two men broke into a woman's home and raped her. The woman's neighbors, Warren and Joan, heard the victim's cries for help and immediately called the police for assistance. However, the police didn't arrive until after 6:00 the next morning, more than seven hours after the call. They simply knocked on the door, heard no response, and then left.

The two female neighbors had no choice but to call the police again. The police officer told them that the police were on their way to the scene, so the two female neighbors went down to help rescue people.

It turned out the caller had lied to them. The police never responded. So the two women were also abducted by the criminals. For the next fourteen hours, the three women endured inhumane abuse from the criminals.

After the three women escaped, they filed a lawsuit against the local police, accusing them of inaction. However, the local court dismissed the case, arguing that the police had no special responsibility toward any particular citizen. The three women appealed, but the case was dismissed again. Six years later, in 1981, the U.S. Supreme Court also dismissed the case.

Because of this case, the US has legally clarified that there is no legal liability between the police and citizens. Legally speaking, the police have no obligation to protect victims. Only after victims have been violated will they hold criminals accountable for violating the law.

The United States has a "case law system", which means that once a verdict is made in a case, it will have an impact on all similar cases. Because this case was decided by the U.S. Supreme Court, this case has an impact on the entire United States. The subsequent Stone Town Gonzalez case had a direct and huge impact.

In 1999, Jessica Gonzalez of Rockville, Colorado, filed for divorce from her ex-husband, Simon, who had been harassing her since the divorce. She filed a restraining order, forbidding Simon from approaching Jessica and her children within 100 yards of her except during legal visitation times. Shortly thereafter, Simon kidnapped his three daughters.

After knowing that her daughter was kidnapped, Jessica called the police and asked them to rescue her daughter. However, the police refused her request on the grounds that Jessica had violated the restraining order and allowed Simon to visit her daughter on non-visiting days. Maybe Simon was taking the child out to play.

As a result, Simon killed his three daughters, then rushed to the police station with a gun. He also wanted to kill Jessica who was calling the police there. He shot Jessica. Perhaps he was crazy at the time. While shooting Jessica, he also shot at the police in the police station and was finally shot dead by the police.

In other words, if he didn't shoot at the police, the American police might have watched him kill Jessica.

The outcome was similar to the Warren case in 1975. Jessica sued the police, fought the case for several years, and finally lost the case in 2005. The reason was the same as before: American police have no obligation to protect victims during the crime. If the victim is killed, the police can arrest the murderer.

Because of this, the right of self-defense of American citizens is actually in their own hands, so they have to buy guns to protect themselves, which leads to the proliferation of guns. With the proliferation of guns, citizens can only continue to buy guns, forming a vicious cycle. American police also have to be nervous when facing this situation when enforcing the law, which leads to the problem of overreaction and violent law enforcement.

To be honest, happiness comes from comparison. Compared with American police, there are good police everywhere in the world.
