To all citizens of the Democratic Alliance of North Vietnam:
Dear friends of the international community:
Today, with immense excitement and pride, we solemnly declare to all the people of North Vietnam and the international community: the Democratic Union of North Vietnam has been formally established!
Our country has gone through a long and arduous struggle.
Under the wise command of its commander-in-chief, the National League Army, after a series of arduous and protracted battles against the Japanese, the French, the Hans, and the rebel Southern National Liberation Front, finally achieved a great victory.
We not only broke the shackles of foreign invaders and oppressors, but also defeated the illegal forces that attempted to divide our country and undermine peace and stability.
Today, standing at a new historical starting point, all citizens will jointly embrace a brand new future. The Democratic Alliance of Vietnam will uphold the governing principles of "freedom, equality, justice, and prosperity," and is committed to building a new type of modern nation where the people are the masters and share the fruits of national development.
We will adhere to the following basic principles:
1. **Sovereign independence**:
The Democratic Alliance of Vietnam will resolutely safeguard its national sovereignty and territorial integrity, and will not tolerate any external interference or intrusion.
2. **People First**:
Our people-centered development philosophy will ensure that every citizen can enjoy basic human rights and freedoms and share the benefits brought about by national development.
3. **Rule of law as the foundation**:
We are committed to establishing and improving the legal system, realizing the rule of law, and strengthening the legal system to ensure that fairness and justice are effectively guaranteed at all levels of society.
4. **Economic Development**:
We will promote comprehensive economic development, enhance technological innovation capabilities, facilitate industrial upgrading, achieve common prosperity, and enable all citizens to share the fruits of economic prosperity.
5. **Support the Democratic League**:
We recognize the Democratic League as the only legitimate political party in the Democratic League of Vietnam, firmly support their policies, and actively cooperate with them to improve the relevant systems and legal frameworks for leading the Democratic League of Vietnam. We strive to enable the Democratic League of Vietnam to achieve militarized management, culturalization, and industrialization to a greater extent and faster, and to implement the political policy and economic reforms of joint military-civilian administration and democratic republic.
#### Declaration to the International Community
At this critical moment, we solemnly declare to the international community:
1. The Democratic Alliance of Vietnam is willing to be a proud member of the international community and make positive contributions to promoting global peace and cooperation;
2. We call on governments to recognize and respect our independent status and to be willing to establish friendly and cooperative relations on the basis of equality and mutual benefit;
3. We firmly oppose any form of neo-colonialism and foreign interference, and hope to build a better world by uniting all parties.

Dear people of northern Vietnam,
