Chapter 12 Evacuation Plan



Liu Shasha snapped back to her senses. The conference was drawing to a close, and representatives from various countries were leaving in an orderly manner.

"What are you thinking about?" The assistant came over and knocked on the table in front of her, smiling and placing a cup of tea on it. Her eyes fell on the documents in Liu Shasha's hands. At this moment, Liu Shasha was unconsciously pinching the papers, and the joints of her fingers were slightly white.

"Oh——" the assistant sighed. She certainly knew what the other person was thinking.

"We have done our best, and what remains is beyond human control."

Just three days ago, Bai Yi announced the deadline for the mass evacuation to MASA and identified 12 evacuation points on the planet. These evacuation points essentially covered all of Luofan's major islands. Several major nations were also located on these islands. Even if some of these nations still had land in the outer archipelagos, their sphere of influence was sufficient to extend into these areas.

People from countries bordering major powers could also enter the territory of the major powers by sea or land to reach the evacuation point. Under the current circumstances, the land and resources on Luofan were no longer of any significance. As long as there was no large-scale bloodshed, I believed that the major powers bordering them would not make things too difficult for them.

So these are not what Liu Shasha needs to worry about. What she is worried about now are the forces on the Broken Islands that have no evacuation points nearby.

The planet's land is primarily concentrated in the northern hemisphere, where there's ample flat land for gathering people and shuttle docking, so all twelve evacuation points were located there. However, within the scattered islands of the southern hemisphere, there are more than a dozen small nations. While each of these nations has a small population, the combined population still represents a significant number. However, due to the relatively scattered settlements and fragmented terrain, Bai Yi didn't consider these populations when planning the evacuation points.

For Bai Yi, his goal is to preserve the spark of Luofan civilization. As for the individuals who make up the spark, it makes no difference to him no matter who they are.

According to past experience, the individual retention rate of civilizations below level one during migration should be above 80%, that is, at least 80% of the individuals in the civilization should be moved to the new residence, and the remaining less than 20% of the population will be regarded as losses during the great migration process.

Of course, this doesn't mean 20% of the population will be lost during the voyage to their new home. Rather, it means that 20% will not board the transport ship for various reasons. The call was connected almost instantly. After learning the purpose of Liu Shasha's call, a soft female voice simply told her that the President was in a meeting and she would convey her message on her behalf.

Liu Shasha wants the United States of Ake to send a fleet to pick up the Luofan people in the southern hemisphere and go to the evacuation point.

She did this for a reason.

As a nation steeped in maritime history, the United States of Acre possessed the largest fleet and the most comprehensive hydrographic data in all of Lofan. Furthermore, they possessed their own bases and ports in the Southern Hemisphere. On paper alone, the United States possessed an unparalleled advantage over other nations in this regard.

However, the president responded quickly, firmly rejecting Liu Shasha's request. The president claimed that the world is now in a special period and the United States needs its own army to protect its citizens.

Regarding the issue of returning foreign citizens from overseas fleets, the president stated that these returning fleets have limited capacity. After carrying essential supplies and personnel, they lack the capacity to carry additional locals. Furthermore, allowing unidentified foreign nationals to enter the country aboard Ake's warships would introduce numerous uncontrollable factors and could even threaten the safe evacuation of its own citizens.

Finally, the president asked Liu Shasha why she didn't ask her own country. The country on the other side of the planet had one more evacuation point than the United States, so they must have a solution.

Liu Shasha understood this was a challenge. The country where she was born and raised had the largest population in Luofan and bordered multiple countries. Even if it had the largest number of evacuation points, the pressure on each one was far greater than that on Hake. They simply couldn't spare the resources to care for the foreigners trapped in the southern hemisphere.

At a loss of what to do, Liu Shasha was suddenly attracted by the scene outside. On the distant skyline, a huge mushroom cloud rose from the ground, and the shock wave generated by the explosion pushed the clouds away at a speed visible to the naked eye.

"There's a riot in Xinjianuo. A local gas station was bombed." Elena rushed in, with dark circles under her eyes.

She handed a few photos to Liu Shasha.

"This is the footage captured by a camera near the scene."

Liu Shasha took it. The United States' infrastructure was not well-developed, and the surveillance cameras were all old models from many years ago, so the images were not clear. All she could make out was a tanker truck with a strange black symbol painted on the front.

"Recently, an organization called the New Sutra has become very popular among protesters. Participants in this organization are all those who oppose the Galactic Alliance. They will obstruct any attempt to leave Luofan."
