However, the Empire's territory is so vast that it is extremely difficult and impractical to save or destroy it. Even if Guilliman returns, he is helpless against the Empire's size.
The reason lies in Warhammer 40,000's overall technological backwardness and a skewed tech tree. Humanity's navigation technology relies primarily on the Warp, and its communications rely primarily on psychic communication between astropaths.
