The Victory Base is located in the northwest region, closest to the clothing factory. They could have easily collected the winter supplies themselves, but since it was a government-established base and cared about the people, they made the news of the western clothing factory public and invited other bases to come and collect supplies together.
However, some bases either complained that the journey was too far and dangerous, or the higher-ups felt that they had enough winter supplies and did not care about the lives of the people in the bases. The rich feasted while the poor froze to death on the road.
Only eight bases and Ye Zhi's family participated in the material collection activity.
