The Great Emperor Zhenwu said, "I recommend Fellow Daoist Kunpeng to take on this task."
Hearing this, Di Jun was the first to speak: "But Fellow Daoist Kunpeng is not the Emperor of Heaven."
The Great Emperor Zhenwu said, "You can be crowned emperor based on your merits. Fellow Daoist Kunpeng is a Daluo Golden Immortal. During many great and quantitative calamities in the past, he has performed great deeds in protecting the Jambu world and safeguarding all living beings."
"Therefore, whether in terms of strength, reputation or achievements, Fellow Daoist Kunpeng is more than enough to be the 'Emperor of Heaven' in Central Juntian." said the Great Emperor Zhenwu.
However, the Water Official Emperor asked at this moment: "What about the Five Elders of the Five Directions?"
Emperor Zhenwu was stunned when he heard this. The Five Elders of the Five Directions... If that's the case, the Five Elders of the Five Directions are more suitable than Kunpeng. Although the Five Elders of the Five Directions are not yet Daluo, their strength is definitely enough. Finally, after unanimous approval by everyone, Kunpeng was first given the title of Emperor based on his merits, and then appointed as the Central Juntian Emperor.
Fang Jian now has the authority to confer the title of Emperor, because the Treasure Scroll of Heaven is in his hands.
Kunpeng was quickly summoned to the Supreme Jade Spirit Palace. After paying homage to the Four Emperors of Lingxiao and the other sovereigns, Fang Jian addressed him, "Kunpeng, since entering the Heavenly Court, you have protected sentient beings during numerous great and quantitative calamities, and your meritorious service is undeniable. Furthermore, you have attained the Daluo Dao Fruit, and your reputation is immense. Therefore, I, the Emperor, and the other sovereigns have deliberated and decided to formally confer upon you the title of Heavenly Court Emperor, appointing you as the 'Heavenly Emperor' of the Central Juntian. Do you have any objections?"
Hearing this, Kunpeng was startled and immediately bowed, saying, "This minister has little experience and is inferior to the emperors present here. How dare I take on such an important task?"
Fang Jian smiled and said, "Fellow Daoist Kunpeng, please stop being so modest. It was you, the Emperors, who nominated you. Your Daoist prestige, fame, and achievements are more than adequate for this position. Furthermore, serving as the Heavenly Emperor of Juntian, protecting and governing the Great World of Jambu and the lower realms, is both your duty and your mission. Don't shirk your responsibility."
"That's right, Fellow Daoist Kunpeng, don't refuse." Emperor Zhenwu also said.
Wenchang Emperor and the other Emperors then came together to persuade Kunpeng. Seeing that all the Emperors had recommended him, Kunpeng was deeply moved and immediately bowed and said, "Since Kunpeng has received the kindness of all the Emperors, I will accept the mandate of Heaven and fulfill my duty. I will do my utmost to assist the Great Celestial Venerable in governing the myriad realms and bringing peace to all living beings."
"Okay." Fang Jian nodded and said, "Then we will hold a temporary court meeting tomorrow to formally enthrone Fellow Daoist Kunpeng as the Emperor of Heaven and to take on the role of the Central Juntian Emperor. I invite all of you to attend the court meeting in person."
At this moment, all the emperors present stood up, bowed their heads and said, "We will obey the order."

The next day, at the impromptu court meeting held in Heaven, Fang Jian ordered Taibai Jinxing to read out the imperial edict to confer the title on Kunpeng.
The content of the edict first recounted Kunpeng's achievements and praised him, and finally got to the point:
"...According to the will of Heaven and the order of the Jade Emperor, and following the decree of the Great Su Dao Zhen Zhongtian Doushu Xuantian Puhua Emperor, we promote Kunpeng, the 'Taiyi Supreme Protector of Dao and True Virtue,' to the 'Taiyuan Yousheng Emperor,' and appoint him to the position of 'Heavenly Emperor' of the Central Juntian, as ordered."

I thank the Jade Emperor, the Five Imperial Emperors, and the Taisu Daozhen Zhongtian Doushu Xuantian Puhua Emperor."
"No need for formalities, fellow Daoist. Please join the ranks of immortals." Fang Jian said with a smile.
Afterwards, Kunpeng was promoted to the Emperor Immortal Class and officially joined the ranks of the Emperors of Heaven. He was also the first Emperor of Heaven to be personally conferred by Fang Jian.
As Kunpeng joined the ranks of the Emperor, Fang Jian called out, "Where are Wude Xingjun, Yan Hui, and Feng Lun?"
The three people, Wu De Xing Jun, the Grand Envoy of Tianshu Province, Yan Hui, the Grand Envoy of Taixuan Province, and Feng Lun, the Thunder God of the Thunder Department, responded and came out, holding jade tablets in their hands and bowing, saying, "I am here."

Upon hearing this, Wude Xingjun and Yan Hui immediately accepted the order and bowed, saying, "I will obey your command."
Afterwards, Fang Jian addressed the Thunder God Feng Lun and said, "The Thunder Department's 'Heavenly Court Division, Taiyi Thunder Division,' the 'Five Barbarian Thunder Generals,' the 'Thirty-Six Thunder Lords,' and their subordinate Thunder Generals and Thunder Soldiers have all moved to Central Juntian to assist Emperor Kunpeng in managing the affairs of punishment, thunder, and prosperity in Central Juntian."
Upon hearing this, Thunder God Feng Lun immediately bowed and said, "I will obey your command."
Fang Jian then said to Nezha, "Emperor Zhenwu, mobilize 500,000 celestial soldiers from Daluo Heaven and send a celestial general as their commander. They will be stationed in Central Juntian and will be under the command of Emperor Kunpeng."
