The Ten Kings of Hell, the Six Heavens of Luofeng, and the Four Great Judges all faced the palace.

The Great Emperor of Beiyin Fengdu raised his hand and shot out a ray of divine light which fell on the Ghost King Tushan. The divine light circled inside the Ghost King Tushan's soul and then flew back to the hand of the Great Emperor of Beiyin Fengdu.
This is the Emperor of Beiyin Fengdu checking the memory of Tushan Ghost King. The memory in Tushan Ghost King's soul does indeed include the complete process of him stealing Mengpo Soup and then escaping from Qingcheng Mountain.
He also remembers that the Tushan Ghost King gave Meng Po soup to his subordinates and the ghosts in the Tushan Ghost Cave. The reason why the Tushan Ghost King did this was because his Tushan Ghost Cave illegally detained many human ghosts.

Prince Qin Guang immediately reported, "Your Majesty, we have reached a consensus. The Ghost King of Mount Tu is guilty of three crimes: First, stealing Mengpo soup. Second, detaining mortal ghosts. Third, forcing ghosts to illegally consume Mengpo soup. The evidence for these three crimes is irrefutable. We unanimously agree that the Ghost King of Mount Tu should be stripped of his divine position, beheaded, and his soul reborn into the realm of hungry ghosts for a lifetime."
Upon hearing this, the Ghost King of Tushan shuddered all over and buried his head deeply. He couldn't understand why he wanted to steal Mengpo Soup. Even if it was discovered that he had illegally detained the souls of the dead, his crime would not be worse than this one.

The Northern Yin Fengdu Emperor said, "Goddess Mengpo, you told me last time that the stolen Mengpo soup was enough to make over 7,000 ghosts go to hell, is that correct?"
Meng Po bowed and said, "Your Majesty, yes."
The Northern Yin Fengdu Emperor said, "But this time, the four judges reported that there are currently more than 16,000 ghosts who have consumed Mengpo soup in advance to settle their accounts."
Upon hearing this, Meng Po didn't show any surprise. Instead, she said to the Northern Yin Fengdu Emperor, "Your Majesty, this isn't the fault of the Four Judges. These are actually favors owed to us, and we can only use this opportunity to settle them."
