When the carriage of the Queen Mother of the West landed in front of the Lingxiao Palace, the immortals who had arrived long ago came forward and paid their respects.
"Tota-Bearing Heavenly King, three more mortals fell to their deaths in the bottomless cave of Xiankong Mountain a few days ago. Send people to fill it up as soon as possible." The Queen Mother of the West glanced at Tota-Bearing Heavenly King and immediately said to him.
Before the Pagoda-Bearing Heavenly King could reply, Nezha on the other side said, "Your Majesty, how unreasonable! That bottomless pit is a million feet deep. How can you fill it?"

Nezha said, "The bottomless pit is tens of thousands of feet deep. Even if we fill it with the soil of the entire Xiankong Mountain, it still wouldn't be enough!"
The Lady of the Nine Heavens smiled and said, "Is it all you think of filling it with soil?"
Nezha asked, "If we don't use soil to fill the holes, do we need water?"
The Lady of the Nine Heavens pointed and said with a smile, "You foolish boy! Although the bottomless cave is thousands of feet deep, it's not very wide. There's earth and stone on the cliffs on both sides. All we need to do is find a few immortal herbs with strong roots and broad leaves and plant them on the stone walls at the entrance. After the billions of feet of mysterious light representing the arrival of the Jade Emperor fell, four more vast mysterious lights fell from the sky into the Lingxiao Palace.
When the four beams of mysterious light descended, the gate of the Lingxiao Palace slowly opened. Taibai Jinxing, holding a whisk, stood before the palace door and chanted, "Your Majesty, the celestial officials are about to ascend the throne. Enter the palace to see your majesty."
Afterwards, all the emperors, star gods, immortal officials, marshals, and generals, led by the Queen Mother of the West, filed into the Lingxiao Palace.
When the immortals entered the palace, they saw that in addition to the Jade Emperor sitting high in the sky, there were four seldom-seen majestic figures sitting on auspicious clouds, standing on both sides of the Jade Emperor in the sky.
"Greetings, Your Majesty! We wish Your Majesty a long life and endless happiness." The immortals bowed their heads in unison and performed the ritual of three bows and nine kowtows, but they did not kneel, because there was no kneeling ritual in heaven.
"Stand up." The Jade Emperor opened his mouth slightly and spoke in a calm voice.
The immortals once again bowed to the Jade Emperor, and then Taibai Jinxing sang, "Please join the ranks of the immortal officials."
Afterwards, the immortals were divided into two groups, civil and military, and took their places in the immortal class respectively, while the Lady of the Nine Heavens ascended to the throne in a cloud of celebration, her status only below those four majestic figures.
Just as the immortals lined up, the Jade Emperor spoke again, "Taibai Jinxing, announce the decree."
"I obey the order." Taibai Jinxing bowed and accepted the command, then stepped forward and chanted loudly: "The Jade Emperor, the Great Celestial Venerable, the Mysterious Sky High God, who supports the Way of Heaven, decrees: Today, good deeds are not practiced within and outside the Three Realms. All the heavens and myriad realms worship strength and reject virtue. Cultivators slaughter each other, blood relatives are torn apart, plunder and oppress others, all for selfish gain. These evils have caused the power of calamity to surge out, causing chaos in the heavens. I answer to the Way of Heaven above and protect the lives of all living beings below. I have the responsibility to shoulder the responsibility of the Three Realms and will not dare to neglect my duties. Therefore, at the hour of midnight today, I report to the Three Pure Ones and request a retreat to eliminate the calamity. The Three Pure Ones have approved it. I hereby inform all the ministers: the retreat to eliminate the calamity will last for an indefinite period. Therefore, the overall affairs of the Three Realms and the heavens are entrusted to the 'Four Emperors' by imperial decree."
Then, Taibai Jinxing read them one by one:
"I decree that the 'Ziwei Emperor of the North Pole of the Central Sky' shall govern the laws of heaven and earth, the sun, moon, and stars, and command the star gods of the three realms and the gods of mountains and rivers."
"I decree that 'Jade Purity True King, Southern Pole Eternal Emperor' govern the four seasons, the weather, thunder and lightning, ghosts and gods, and control the key to the birth and death of all things, and oversee the thirty-two heavens and eight regions."
"I command the 'Gou Chen Shang Gong Tian Huang Da Di' to weigh the North and South Poles and the three elements of Heaven, Earth, and Man, to assist the Zhong Tian Bei Ji Zi Wei Da Di and to preside over all matters concerning military affairs on earth."
"I command 'Inheriting Heaven's Example, Great Virtue, and Glory to the Earth Emperor' to rule over the mountains and rivers, to control the changes in the mountains and land, and to govern the various gods of the mountains, the Earth Emperor, the Three Mountains and Five Peaks, and other gods, and to control the calamities of the world of Jambu."
