Merit is the virtue bestowed by heaven upon believers, monks, and immortals after they have done good deeds.
So who bestows the merits? How did the information in so many departments and "books" of the entire Heavenly Court come about?
It’s very simple. Before the existence of heaven, this was accomplished by the way of heaven.
After the establishment of the Heavenly Palace, it was completed by the treasure of the Jade Emperor.
This treasure of destiny was created from the rules of Heaven, bestowed by Heaven to the Jade Emperor to hold, and it is a magic weapon that counts all things within Heaven. It is the "Treasure Scroll of Heaven".
Since the Jade Emperor began to rule the Three Realms, the Heavenly Dao has handed over all affairs within and outside the Three Realms to the Jade Emperor. Therefore, whether it is the Jade Disc of the Immortal Officials, the 'Land Book' in the hands of the Land God, the 'Book of Life and Death' in the Underworld, or the 'Book of Birth', etc., all the books used by the Heavenly Court to record all sentient beings and things in the Three Realms, the source of their information is the "Treasure Scroll of the Heavenly Dao".
The Jade Emperor would use the "Treasure Scroll of Heavenly Dao" to authorize the books in the hands of the immortal officials below, granting them the right to modify or view them. For example, after Sun Wukong made a big fuss in the underworld, the Jade Emperor took back the modification authority of the "Book of Life and Death", leaving only the right to view it.
To put it in simple terms, the Heavenly Dao creates countless universes and trillions of lives, yet it does not interfere. Instead, it elects a sovereign, the Jade Emperor, to maintain stability. He grants him the greatest authority under the Heavenly Dao, the "Heavenly Dao Treasure Scroll." The Jade Emperor can then use this Scroll to create countless related contents and permissions. The Heavenly Dao is not a specific concept. If the Jade Emperor is the group leader and the immortal officials of various levels are the administrators, then the Heavenly Dao is the "group" itself.
When the Heavenly Dao creates a group, it is "existence." But when this group disbands, it is "nothingness." Whether "nothingness" or "existence," both exist solely within the operation of the Heavenly Dao.
So what is the Great Dao? It's very simple. The Great Dao is the law, the method. It is the path to comprehending the Way of Heaven. Therefore, each of the three thousand Great Daos can be verified.
From the stars in the universe to the microorganisms, their birth, death, rise and fall are all recorded in the "Treasure Book of the Heavenly Dao", and the "Treasure Book of the Heavenly Dao" will share this information with the books below and grant certain permissions.
So which copy of the Heavenly Dao Treasure Scroll is the first? It is the Jade Code and Golden Seal Merit Book in the hands of the Queen Mother of the Nine Heavens. This copy is directly derived from the Heavenly Dao Treasure Scroll and has the highest authority under the Heavenly Dao Treasure Scroll.
Therefore, the answer to the previous question is obvious. Merits are bestowed by the "Treasure Scroll of the Heavenly Dao" or the "Jade Rule and Golden Chapter Merit Book".
However, the "Jade Code and Golden Seal Merit Book" can only grant merits to immortal officials or those who have become immortals, because immortal officials have "Immortal Official Jade Discs" and non-immortal immortals have "Immortal Certificate and Golden Seal", both of which can be used to undertake and trade merits.
Those who have not yet become immortals do not have these two things. Their merits can only be recorded in the "Treasure Scroll of Heavenly Dao", and after they become immortals, they will be issued together in the "Golden Seal of Immortal Scroll".
Xue Qingxia has not become an immortal, so she has no merits to buy the Penglai herb. She can only go back and ask her senior brother who has become an immortal to ask for a "merit talisman" to buy the Penglai herb.
